What the care home does well

The home creates a relaxed, informal family atmosphere, which enables service users to become involved in all aspects of running the home. The Registered Owner and family members are committed to personal development and training which benefits service users.

Since the last inspection all family members involved in the care of the service users have achieved NVQ Level 4 in care and management.

The home comprises of a terraced property adjavent to the sea front in a residential area of Margate. The home is within short walking distance of ammenities such as rail and bus services, health centre, shops, churches and library. Staffing comprises of a Registered Owner/Manager and other family members, the residents live as part of a family. This was the homes first annual announced inspection, which took place during the course of a day. A tour of the home was undertaken and service users spoken to. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1, and 2 The homes statement of purpose and service user guide are excellent. They provide service users and prospective service users with the information they need to make a decision about moving into the home. Service users moving into the home know that their personal needs and aspirations will be fully met and supported. EVIDENCE: The homes service users guide and statement of purpose were viewed and found to contain all required information. The service user guide was written in an appropriate format for the needs of the service users. Service users currently residing at the home have lived there for many years and as a result have a clear understanding as to the facilities and services available to them. Service users spoken to were very happy living there and spoke favourably about the owner and family members and facilities available to them. Individual needs assessments were viewed for both residents, the registered owner/manager confirmed that prior to admission into the home a comprehensive assessment was undertaken to determine suitability and provide assurance to the service users that their individual needs could be fully met. One service users spoke of having everything they need they just have to ask. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6,7 and 9 The care planning system is clear and consistent, providing staff with the information they need to meet the service users needs. Service users are provided with support and information to make decisions and take measured risks. EVIDENCE: Individual care plans were viewed for both service users, information contained within the plans were clear, consistent, and provides the family members with the information they need to ensure the needs of service users are fully met. Evidence of regular review was present in both care plans. Service users spoken to said that they are involved in all aspects of the home, and have recently chosen what college courses they would like to take in the forthcoming term. The Registered Owner spoke of treating the service users as a member of the family, and that no restrictions on using the facilities within the home are in place. Risk assessments viewed identified that service users are encouraged to take an acceptable level of risk. Needs assessments confirmed that individual risks and limitations are identified prior to admission into the home. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,15,16 and 17 Links with the community are good, which support and enrich service users social, recreational and educational opportunities. Service users are fully supported and encouraged to maintain personal and family relationships. The meals in this home are good offering both choice and variety and catering for special diets. EVIDENCE: The registered manager/ owner spoke of the service users being involved and attending various community based activities and interests. A wide range of activities, excursions and holidays are undertaken on a regular basis, individuals are encouraged to express particular interests and preferences at every opportunity. Within the home there is a variety of entertainment available. Service users spoke of attending the local day centre and college to take part in gardening, computers, woodwork and drama. Service users families are made welcome at the home at any time. Family members spoke of service users complementing meals on a daily basis and that where appropriate service users are encouraged to assist in the preparation of lunch and snacks. Menus viewed illustrated a variety of nutritious foods, with choices being offered at all meal times. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 18,19 and 20 Personal care is offered in a way that protects service users privacy and dignity and promotes independence. Service users health care needs are fully met. Systems in place for the storage, administration and recording of all medication within the home are good. EVIDENCE: Individual care plans identified the level of support each service user requires in order to maintain independence and privacy. Family members spoke of supporting service users without impinging their personal space. Aids have been fitted to the ground floor bathroom to assist service users independence in bathing and dressing. Service users have been supported in creating individual styles with regards to dress and appearance. Records viewed confirmed that health care needs of both residents are fully met; any problems identified are quickly addressed. Medication is recorded, administered and stored in line with the Royal Pharmaceutical Guidelines of Great Britain. Medication is regularly reviewed with the assistance of the GP. Medication administration records were found to be in order. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22 and 23 Service Users know that their complaints will be listened to and acted on. The Registered Owner and family members have an excellent understanding of Adult Protection issues, which protects Service Users from possible abuse. EVIDENCE: The homes complaints policy and procedure is located within the service user guide and within the policies and procedures file. It was written in a format suitable for the current residents. Service users spoken to said that should they have a complaint they would feel able to speak directly to the family members. The Registered Owner added that because the residents attend outside activities they are also able to raise any problems with staff at day centres and college. Family members spoken to had a comprehensive understanding of adult protection issues and procedures to follow should the need arise to report possible abuse. Training certificates viewed identified that every member of the family involved in the care of service users have attended abuse awareness and adult protection. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24 and 30 The standard of the environment is good providing Service Users with an attractive and homely place to live. EVIDENCE: A tour of the home was undertaken, a good standard of decoration and furnishing was found throughout the home. Fixtures and fittings were domestic in nature. To the rear of the property there is a small garden area, which provides additional seating and living space for the residents. The Registered Owner confirmed that the residents are encouraged to treat the home as their own and are therefore able to access all areas of the home. The residents within the home were seen to have personalised their bedrooms and take great pride in maintaining the cleanliness of their bedrooms. The Registered Owner and family member spoken to confirmed they had attended infection control training while undertaking their NVQ Level 4 in Care. The home was free from any offensive odours and was found to be thoroughly clean throughout. Service users benefit from well supported and supervised staff. The Commission considers Standards 35 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 32 and 34 The family members have a good understanding of Service Users support needs. This is evident from the positive relationships, which have formed between the family and service users. Recruitment procedures are adhered to ensuring that service users only receive care and support from appropriately vetted staff. EVIDENCE: Staff training records were viewed, certificates for a wide variety of courses relevant to the service user group were present. The Registered Owner/Manager and both family members involved in the care of service users have successfully completed NVQ Level 4 in Care and Management. Staff spoken to had a sound understanding as to the needs of each of the residents. The home has built constructive relationships with healthcare professionals; this was evident from records viewed. 100 of staff are NVQ qualified, certificates were viewed. Of the three members of the family involved in the care of the residents, all have had enhanced criminal bureau checks. A copy of the GSCC code of conduct was seen within the home. At the time of the inspection no external staff were employed by the home. JUDGEMENT – we looked at outcomes for standard(s) 39 and 41 Quality Assurance policies and procedures within the home are good, ensuring individual views are listened too and acted upon. The management of the home is good overall and records are managed effectively. EVIDENCE: The Registered Owner spoke of developing daily records for all service users that document the individual’s daily activities, meals and medication. Individual files viewed supported this. All information pertaining to service users is kept locked and secure. The Registered Manager confirmed that should a resident request to see their individual files, support would be given in understanding the contents. The Registered Owner confirmed that the home issues an annual quality assurance questionnaire to residents, relatives and visitors to the home.
