Conditions of registration: Date of last inspection 19th July 2005 Brief Description of the Service: Anthony Edwards House is a care home providing accommodation and support for up to six residents with mental health problems and a hearing impairment. The home is situated in a pleasant residential area close to local shops, cafes, pubs, and with good access to public transport links. The accommodation is provided over four floors with single bedrooms, lounge, kitchen/ dining area and laundry facilities for use. This is an overview of what the inspector found during the inspection. This inspection took place over one day with time spent talking to residents, staff and viewing paperwork and care records. A British Sign Language interpreter was present for a majority of the inspection to assist the inspector when communicating with residents and staff. The intended outcomes for Standards 1 – 5 are: 1. 2. 3. 4. 5. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1 Information provided to residents needs to be updated to reflect changes at the service. EVIDENCE: The current Service Users Guide and Statement of Purpose needs to be developed to include recent changes to the organisation, new manager and new staff members. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6, 7 and 9 The care plans enable residents and staff to work together to meet needs, which ensures that the residents get care and support that they want. EVIDENCE: The care plans for the residents continue to be maintained to a very good standard, incorporating all areas of each individuals needs. Each resident has a current plan of care that clearly sets out their needs and how they will be met. The care plans cover a number of relevant areas such as the residents’ mental health, activities and any personal hygiene needs. The format of the care plans is easy to follow and recognise the actual care received by each resident. The records indicate that residents are involved in reviewing their care plan monthly with their keyworker to ensure that it is upto-date and covers any changes to their needs and wishes. In addition each file contains an assessment of any areas where there is considered to be any risk to the resident, along with how these risks were to be dealt with and reduced as far as possible.

Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 and 17 The atmosphere of the home promotes an inclusive environment that adapts to the needs and wants of each individual. EVIDENCE: “…I like the food…”, “…food good, plenty of vegetables which I like…” These are a couple of comments from residents living at the home. Another resident discussed that they are able to get involved in the cooking if they want, but that they prefer not to. During the inspection flexible routines were observed at the home, with residents able to get up when they wanted, have breakfast at a time that suited them and they were also able to choose to join in with activities or not, as they wished. At all times staff interacted well with the residents, using preferred forms of address (as detailed in the residents care records), and ensuring that they were involved in conversations occurring in the vicinity that the resident was in. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards were not assessed on this occasion. JUDGEMENT – we looked at outcomes for the following standard(s): 23 Staff training and information available ensures that the risk of abuse to residents is minimised. EVIDENCE: Records indicate that all staff have received recent training in the Protection of Vulnerable Adults. There are good policies in place to raise the awareness of adult abuse, with procedures describing steps to be taken in the event of an allegation of abuse at the home. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 and 30 The home is maintained to a good standard of cleanliness. However, further work is needed to make Anthony Edwards more homely and comfortable for the residents. EVIDENCE: The home has a new part-time cleaner who works well to ensure the home is kept at a good level of cleanliness throughout. It was observed that some areas need addressing to make the environment more homely, particularly the installation of curtains for the ground floor hallway and kitchen. In addition the wall of the kitchen were seen to be in need of repairing, where paint was observed to be stained and chipped in areas. Service users benefit from competent and accountable management of the service. The Commission considers Standards 37, 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 37 and 38 The manager demonstrates a sound commitment to the needs of the residents and the further progression of the service. EVIDENCE: There is a new manager in post who demonstrates a good awareness of the needs of the residents and a strong commitment to maintaining the high level of service delivered by the home. She has experience of managing different care services and is currently undertaking an extensive BSL level 1 course to enable her to communicate more effectively with the residents and staff. The manager discussed a number of areas of improvement for the service, and a genuinely positive attitude to her work and meeting the needs of the residents. She further stated that she receives good support from line management within the organisation. Staff commented that the manager is “…very professional…” and that she “…likes everything to be done right…she has good standards…”. Individual
