This inspection was carried out on 7th August 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Barclay Gardens is a purpose built care home for older people located in Donnington, Telford. The home became operational on 9th April 2003. The home can accommodate a maximum of 40 older people, 20 of whom may have dementia. The home is owned by Bromford and Corinthian Housing Association and leased to Coverage Care Services Limited who provide the management and staff. The building also accommodates a large day centre and 24 independent living flats also for older people. The restaurant Annual Service Review Page 2 of 6 None accommodates all residents (if they choose) and non-residents visiting the site. Consultation with people who live at the home takes the form of regular reviews, meetings, discussions and involvement in the development of care and activity plans. The home makes their services known to prospective service users in The Statement of Purpose and Service User Guide that contains a summary of the latest CSCI inspection report. The weekly fees at the time of the last key inspection were 433.00 to 473.00 pounds per week. Additional charges are made for toiletries, hairdresser and private chiropodist. Contact should be made with the home to clarify the homes current charges. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received or asked for since the last annual service review this including:The Annual Quality Assurance Assessment (AQAA) that was sent to us by the home. The AQAA is a self assessment that focuses on how well outcomes are been met for people using the service. It also gave us some numerical information about the service. 20 surveys returned to us by people living at the home, some of these completed with the assistance of staff or relatives, although we did have a number completed without assistance from others. Information we have about how the service has managed any complaints or safeguarding issues. What the service has told us about things that have happened at the home, these called notifications. These are a legal requirement. The previous annual service review and the last key inspection report. Relevant information from other organizations. What has this told us about the service? The home sent us their Annual Quality Assurance Assessment (AQAA) prior to the return date we set, and we found that it was fully completed and contained all the information that we asked for. We saw that the information within the AQAA was presented in a concise manner and showed us the Registered Manager has a good understanding of the needs of older people, and how to develop the service at Barclay Gardens so as to improve the quality of care provided to people living there. Based on the information in the AQAA our judgement is that the home is still providing an excellent service and that they know what further improvements they need to make. We have received numerous comments from people using the service as well as their representatives, and they told us that they are very satisfied with the service the home provides as illustrated by the selection of comments below: They attend and care for me very well, its a wonderful place. Food excellent. There is a lovely friendly homely atmosphere, nothing to much trouble for the staff, service users are encouraged to join in activities if they want to but no pressure is put on them. The management is approachable should you have an issue. My mum is happy, we are happy. We feel like part of Barclay Gardens, one big happy family. Barclay Gardens is the best of the homes of which I have had experience. The manager is always approachable and presents sympathetically to the individual needs, Annual Service Review Page 4 of 6 while remaining aware of those of the home as a whole. The home emphasizes the need for Barclay Gardens to become as far as possible home for each of its residents and family and friends are welcomed. Look after us well, listen to our needs and very satisfied with the home, everything is satisfactory. It does what it says its does, it cares about us. Im comfortable here and well looked after, I would recommend the home to anyone from management to carers they are excellent. There was comment by some respondents that there is scope for improvement in some areas as we have seen the Registered Manager recognizes from the AQAA. One theme that a number of people mentioned is that they would like more activities/day trips (although others as can be seen above saw this as an area that was well provided for). We are however assured that although the home is judged to be providing excellent outcomes, management are not complacent and have told us how they are striving to counter identified barriers, and further improve the quality of the service. Listening to people that live at Barclay Gardens was stated in the AQAA to be one of the tools that helps them do this. The home continues to let us know about things that have happened since our last key inspection and these have shown us that they have managed issues well. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 21st August 2010 (dependent on proposed changes relating to the regulation of social care services). However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
