The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

There is a sound staff recruitment process, and staff are well motivated and willing to learn. They are able to meet residents` needs. Record keeping supports a good standard of care and the home has a happy and peaceful atmosphere. Residents enjoy the homely atmosphere and environment.

What has improved since the last inspection?

Residents` ability to move freely around the building has been increased through the provision of specialised fire doors, and safety has been improved through improvements to the fire escape. Providing blinds in some bedrooms has enhanced privacy.

What the care home could do better:

The home needs to pursue its staff training programme to ensure that further members of the care staff have undertaken training to NVQ level 2.

It provides residential care for up to 7 elderly residents, many of whom may have dementia. The home is on ground and first floors and there is a stairlift between these. There are a variety of aids and adaptations to allow residents to move about more independently. Five of the bedrooms are single and one is a double, with the double having an en suite bathroom and toilet. There is a lounge/dining room on the ground floor. There is one communal toilet on the ground floor and a bathroom and separate toilet on the first floor. Car parking is available to the front of the building and there is a garden to the rear of the property. Three and a half hours were spent visiting the home. The opportunity was taken to look round the home, view records and policies and to talk to the owners, and two other staff on duty. Several of the residents were observed being cared for. Four were spoken with, two of whom privately in their bedrooms. What the service does well: What has improved since the last inspection? Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8, 9 and 10. Residents are well looked after in respect of their health and personal care needs, and have their privacy and dignity respected by staff. EVIDENCE: Care plans contain a good level of detail with a clear plan of action to meet assessed needs and are reviewed. The three plans examined also contained information regarding access to specialist health care staff. At the time of the inspection a community psychiatric nurse was visiting to assess the changing needs of one resident. The owner said that no residents are currently able to deal with their own medication, written risk assessments within care plans confirming this to be the case. There is a procedure for the dispensing of medication. Drugs were securely stored and associated records were in order and up-todate. They were seen to knock on doors and await a response before entering and spoke to residents in a respectful way. One resident said that living at the home was ‘nice’ and another that she ‘liked the quiet’. Someone else said that she was able to go for a walk sometimes. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16. Arrangements for responding to residents’ and relatives’ concerns are satisfactory. EVIDENCE: The home has a complaints policy and procedure, a copy of which was on display in a prominent area of the home. Staff were aware of this policy and procedure. There have been no complaints for the home to deal with since the last inspection. The home has a comments book which contained several compliments from relatives including phrases such as ‘very good care’, ‘ambience delightful’ and ‘well looked after’. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19, 20, 21, 23, 24, 25 and 26. A comfortable clean and safe standard of accommodation with suitable facilities to meet residents’ needs is provided. EVIDENCE: The home is well maintained and suited to residents’ needs. It is decorated and furnished to a standard that creates a homely ambience and there is a programme of redecoration and refurbishment in place. There is a chairlift between ground and first floors. There is a lounge/dining room on the ground floor. There is a communal toilet on the ground floor, and a separate toilet and bathroom with a toilet on the first floor. Four residents’ bedrooms were inspected and were adequately furnished and looked homely, as residents had been able to bring items of their own furniture and possessions with them. One resident in her bedroom said she was having a rest and another in her room said how nice it was. The home has a laundry separate from the main building, and written procedures for staff to follow in dealing with items to be washed. The washing machine has the facility to deal with soiled linen. Service users needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27,28, 29 and 30. Staff at the home are soundly recruited and are employed in sufficient numbers to meet residents’ needs, and knowledge and skills in some areas are being enhanced through the home’s training programme. EVIDENCE: The staff rota indicated there to normally be two persons on duty at all times during the day and, at night, one person on a waking duty and one ‘sleepingin’. Some of these shifts were undertaken by the owners on a regular basis. The two care staff on duty were observed during the inspection to be providing assistance to residents in a kind and dignified manner. Two staff files examined indicated a sound recruitment process, and evidence of an induction programme upon appointment. Written references were in evidence as were Criminal Record Bureau checks. Two members of staff whose files indicated the attendance on a number of training courses confirmed this to be the case and one added that she had recently commenced NVQ Level 2 training. The owners confirmed that a total of three further staff members were undertaking NVQ Level 2 qualifications.
