Conditions of registration: Date of last inspection 14th June 2005 Brief Description of the Service: Beechfields is a privately owned residential home. It has registration for up to 9 adults over the age of 65. There are 7 single bedrooms and 1 shared. The premises have been designed and built with reference to the National Minimum Standards for Care Homes for Older People. The home is set on one level in a rural location with views of the countryside from most windows, there are several seating areas set around the outside of the building for Residents to use in the good weather. This is an overview of what the inspector found during the inspection. Graham Cummings carried out the Unannounced Inspection on the 6th December 2005. The Inspection consisted of talking with the Manager and Proprietor, viewing documentation, speaking with Residents and touring the home. The Inspector found the home clean, tidy and free from any offensive odours. The outstanding Requirement from the last inspection has been put in place, the Inspector saw a procedure and protocol on file for staff to follow should a blood sugar levels fall outside the given parameters. The Resident who wished to move into independent living passed away during the process of visiting warden assisted accommodation. The Inspector left the home with no concerns for the health, safety or welfare of the Residents. What the service does well: What has improved since the last inspection? The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1,3,5,6 Prospective Residents have access to information needed to make an informed choice. Residents needs are assessed prior to any placement. Residents, relatives and friends have the opportunity to visit prior to placement. The home does not cater for intermediate care. EVIDENCE: The homes information in the Statement of Purpose reflects the care provided by the home. Information is given to prospective Residents and family are asked to visit before any placement is agreed. Prior to any placement taking place the Manager visits the prospective Resident in their own establishment to assess their needs and to make sure that the home could meet them. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9 Residents care needs are set out in individual care plans. Residents health care needs are met. Residents responsible for self medicating are protected by the homes policies and procedures. EVIDENCE: The Inspector looked at the care plan for one Resident and found it to contain the information required for staff to be able to provide relevant and appropriate care in the way the Resident required. The care plan was well written, clear and of a good quality that had been evaluated at regular intervals. All of the Residents are registered with a local Doctor, Dentist and Opticians. The home take Residents to any appointments wherever possible so that they are taken into the community at every opportunity. Only 1 Resident is responsible for self medicating, the medication is kept in a locked draw and is closely monitored, the home has got a risk assessment on the individuals care plan and appropriate policy and procedures are in place. The intended outcomes for Standards 12 - 15 are: 12. 13. 14. 15. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,15 Residents experience a lifestyle that matches their expectation. Residents friends and family are able to visit at any time. Residents receive a wholesome and nutritious diet. EVIDENCE: Since the last inspection the Residents have had trips out that have included going to Faversham, Canterbury, Luddenham Fete, hairdressers and Teynham Xmas Bazaar. At present it looks like 6 of the 9 Residents will be visiting friends or family on Xmas day leaving 3 to have Xmas lunch at the home. The Manager informed the Inspector that Residents family and friends were free to visit at any time and if this was during a meal one could be provided if required. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16,18 The Inspector was confident that any complaints would be taken seriously. Residents are protected from abuse. EVIDENCE: The home or the Commission had received no complaints. The home had appropriately dealt with and informed the Inspector of 2 Regulation 37 notifications and these were discussed. No staff have left and since the last inspection and the Inspector spoke to them then regarding Adult Protection and both were aware of the procedures to follow should they have any concerns. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19,20,21,22,23,24,25,26 Residents live in a safe environment. Residents have access to safe indoor and outdoor communal facilities. All Residents have sufficient access to lavatories and washing facilities. Specialist equipment is available to meet Residents needs. Residents own rooms meet their needs. Residents rooms are comfortable and they have personal possessions around them. Residents live in safe, comfortable, clean and hygienic surroundings. EVIDENCE: The home is well maintained with one of the owners and their family keeping the outside environment in good order. The internal furnishings and decoration of the home are also in good order. There are several seating areas around the outside of the home including a walled garden area, internally there is a large lounge with ample seating. Residents bedrooms all have en-suite facilities of toilets and shower had personal belongings in them and were well furnished, Residents also had access to a communal bathroom, a hoist is available for Residents who needed any assistance. The home was clean and tidy and the Residents were living in safe comfortable surroundings. The home has a warm spacious and welcoming atmosphere.

Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27,28,29,30 Residents needs are met by the numbers and skill mix of staff. Residents are in safe hands and are protected by the homes recruitment policy and procedures. Staff are trained and competent to do their job. EVIDENCE: The home has 2 staff on during the day between 8am and 6pm with the Manager and proprietor living on sight and able to assist and cover any additional care requirements or emergencies. Staffing in the home has been consistent for some time and the team are at a level of 75 attaining NVQ level 2 or 3. Training since the last inspection has included Care Planning and First Aid. The Inspector was satisfied that staff are competent to do their jobs and the Residents are protected by the recruitment process. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,33,34,35,36,37,38 Residents live in a home that is managed by a person fit to be in charge. The home is run in the best interests of the Residents. Residents finances are dealt with by themselves and/or their family. Residents are safeguarded by the homes record keeping and policy and procedures. The health, safety and welfare of Residents and staff are promoted and protected. EVIDENCE: Mr and Mrs Saffrey live on site and are able to react to any situation that may arise. Residents are able to choose to participate in shopping trips and outings and choose their own daily activities. All Residents are responsible for their own finances that are paid directly into their account and which they can only access. Staff supervision takes place and staff are receiving a minimum of 6 supervisions per year. The Inspector looked at records kept within the home and found them to be complete and up to date. The Inspector met with 6 Residents and had no concerns for their health, safety or welfare.
