This inspection was carried out on 3rd September 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Bradley Community Resource Centre provides a respite unit and a multi-disciplinary rehabilitation unit for older people, focussing specifically on people being discharged Annual Service Review Page 2 of 7 None - No Change from hospital. The rehabilitation unit provides rehabilitation therapy and social care to 14 people in a care home setting-rooms are single with wash hand basins. Rehabilitation is usually provided for a six-week period by staff at the centre with specialist support provided by occupational therapists and physiotherapists who are based at the centre. The Respite Unit has nine single bedrooms with en-suite facilities and provides short-term care for older people. A Home Support service operates from the Centre, providing support to people in their own homes-this is regulated and inspected by CQC and is available as a separate report. A Day Care service, which is not inspected by CQC, is also based at the Centre and people staying at the Resource Centre are able to access this service. Bradley resource Centre is close to a bus route, the Metro and shops and a public house are nearby. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self - assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. Three completed Surveys from people who live at Bradley Resource Centre and two Surveys from relatives were received. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service since 30th July 2007. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It gave us good, detailed and relevant information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing an excellent service and that they know what further improvements they need to make. The AQAA completed by the Registered Manager says Comprehensive care plan is produced and developed with the service user and family where appropriate. The Co ordinator ensures that service users referred to the service meet the criteria for rehablitation or respite care and liaises with Social Workers. Staff continue to evaluate Care Plans and ongoing records maintained. Weekly review held of all service users (Snapshot meeting) to evaluate care needs and forward planning and respite. Risk assessments are held on individual files. Service users are encouraged to maximise their independence with regard to personal care, health care, financial management and medication administration during their stay, with the aim that they will be as independent as possible when returning home. Therapy rehabilitation programme is in place for the service users in rehabilitation. We involve local GPs, district nurses and visiting geriatrician and access other care professionals when appropriate e.g. continence advisor, speech therapist. Aids and adaptations are provided to meet individual needs. We have good working relationships with the district nurses and visiting consultant to the site. Health staff - Occupational Therapy and Physiotherpy on site. We have supported the service users and families with empathy, care and dignity when service users have been terminally ill. Service Annual Service Review Page 4 of 7 users are encouraged to manage their own medication whenever possible. When the Centre manages medication on behalf of the service user, correct procedures are followed in accordance with Departmental medication policy. Completed Surveys received from two relatives states The service caters for the needs of service users very well. Bradley Resource Centre looks after my husband while I take a break as I look after him 24/7. I have no worries leaving him in their care. Surveys completed by two service users states that They looks after all my needs. Everything is fine. They do their best to keep everyone happy and well fed. Cannot fault the care received and would not like to pinpoint one person out. They all did their best to please, and showed great patience with difficult patients. The home continues to provide a variety of social and leisure activities, including - links are maintained with the local churches, schools and voluntary agencies. The AQAA says that Bradley Resource Centre provides through daily living plans encouragement to maintain independence. Leisure activities are offered and an activity programme is completed for each individual. An activities planner is displayed for the month with various activities including evening entertainment. Menus are varied and meals are produced from fresh ingredients wherever possible. Special diets and individual preferences are catered for. Individual preferences catered for - e.g, meals can be taken in service users own room and at different times. Dining areas provide separate areas for eating meals in relaxed surroundings. Rehabilitation programme includes - cooking, shopping, domestic tasks and management of finances. The speech and language therapist is involved for service users with swallowing difficulties. The Library Service visits and leaves books and tapes e.g, talking books and videos. A service user stated that The home could do with more shady areas on a hot day. Residents were not keen to go in the garden when hot. Another person says that The home give more showers while people are in there. The records showed that during the last 12 months the service has received three complaints and these were dealt with satisfactorily in accordance with the homes Complaints Procedure. The home also received two adult protection/safeguarding referrals, which were dealt with in accordance with the Wolverhamptons inter - agency Adult Protection/Safeguarding Procedures. However, the AQAA says that The Councils complaints procedure and policy is adhered to and leaflet for service user are displayed throughout the building and in service users rooms. We highlight complaints in team meetings and supervision and take action as necessary. The home work to the Wolverhamptons Inter - agency Safeguarding Adults Policy. Staff attends training relating to safeguarding adults and Management of Violence and Potential Agression (MAPA). Where it is necessary to consider the use of bed safety measures, and we follow the Departments procedure for the use of bed safety measures and asess each situation. Annual Service Review Page 5 of 7 The AQAA says that The home maintain staffing levels throughout the home with the use of other staff based at the site and no agency staff are employed. We have qualified staff team with a mix of skills, knowledge and experience. The home has an established and stable workforce. Training plan is in place and staff are nominated to attend a variety of training, in addition, awareness training sessions held at site on key subject areas. We maintain National Vocational Qualification (NVQ) Level 2 in Care training programme which currently exceeds the 50 requirement and currently 2 members of staff are undertaking this mode of training. Other staff hold qualifications to meet job purpose and role. Staff are recruited through robust recruitment processes of the Local Authority, and keep evidence of Criminal Records Bureau (CRB) renewal and Schedule 2 information at site. The service tells us that the Quality Assurance monitoring systems are in place and questionnaires are distributed to service users, families, staff and visitors and feedback analysed and results put together and made available in the home. The Registered Manager is in post, who has the knowledge of legislation, standards, policies and procedures, including health and safety matters. The AQAA says that management is good with good quality monitoring systems in place, ensuring views of service users, staff, and relatives are acknowledged and acted upon. Safety is well managed giving a safe environment for service users to live. We shall continue to manage the Centre in the best way we can for the safety and well being of all service users. The homes AQAA concluded Bradley Resource Centre will continue to provide a high standard of care to people who are assessed to require a period of rehabilitation or respite care stay. We strive to continually improve services to meet individual needs of service users and enable people to retain their independence with the focus of returning home whenever possible. We provide an environment which is well maintained and conducive to service users recovery. In Summary, therefore, the home continues to offer an excellent standard of care in a homely, safe and secure environment. Care is provided by a staff team with suitable knowledge and skills mix to meet the assessed needs of people who use the service. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 30th July 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
