Bradley Community Resource Centre provides a respite unit and a multi-disciplinary rehabilitation unit for older people, focussing specifically on people being discharged from hospital. The rehabilitation unit provides rehabilitation therapy and social care to 14 people in a care home setting-rooms are single with wash hand basins. Rehabilitation is usually provided for a six-week period by staff at the centre with specialist support provided by occupational therapists and physiotherapists who are based at the centre. The Respite Unit has nine single bedrooms with en-suite facilities and provides short-term care for older people. A Domicilliary care agency (Home support service) operates from the centre, providing support to people in their own homes. This forms part of a city wide service that is now managed at another location separate to Bradley Community Resource centre, and also inspected separately by CQC. A Day Care service, which is not inspected by CQC, is also based at the Centre and people staying at the Resource Centre are able to access this service. Bradley resource Centre is close to a bus route, the Metro and shops and a public house are nearby.

What the care home does well We spoke to a number of people living at the home and they told us what they thought the home did well. They told us that the staff " really keep an eye on me" are " Brilliant" ,"can`t do enough for you" and "Staff are lovely - have a laugh". One told us that staff do encourage independence as it is the aim of the home to rehabilitate people:-"staff don`t mess about, you have to drink, eat, walk". The homes meals came in for praise, people telling us that "Food excellent such a variety" and "meals beautiful no complaints". Other comments we heard included "nothing better, wouldn`t go anywhere else only here". "not what expected nice surprise" and "cleaner than hospitals". One person told us about their move into the home and how well this had progressed. What the care home could do better: There is a need to ensure than any medication errors are promptly referred as a safeguarding alert to the local authorities safeguarding team. The remedial works to improve fire safety should be completed. Care Homes for Older People Page 3 of 8 What we found: We spoke to five people living at the home and one visitor and they told us that they are satisfied with the service they receive from the home. We also spoke to the senior on duty, the administrator, the registered manager from another home (who was overseeing the service in the absence of Bradleys registered manager) and some of the care staff. From those parts of the building that we saw we found it to be clean and odour free. We saw certificated confirmation that the home has received a bronze award from the Primary Care Trust in respect of the way they control infection, and a four star award for food hygiene from Environmental Services. The last Fire Prevention Officers report from February 2009 highlighted the need for some remedial work to improve fire precautions. From discussion with staff we have learnt that the money is available to complete these works, but saw no evidence that the works are complete. From discussion with the registered manager since our visit we are aware that some of the works have commenced and the fire prevention officer is kept up to date with progress. In information that the manager sent us prior to our visit to the home (in their annual quality assurance assessment) she told us that the barriers the home was working to minimise include staff vacancies. We heard that the manager is currently interviewing to fill these posts and in some instances has employed staff to fill some of the posts. We looked at the homes training matrix and this showed that staff training overall is responsive to the need to ensure staff are well trained. Gaps in training are identified and the manager is working toward addressing these. We looked at some records in respect of medication and saw that people living at the home are encouraged to self administer, this following robust risk assessment (a sample of these seen during our visit). We also saw that staff are observed and assessed in respect of their medication practice on a regular basis, this to ascertain their competence. We saw records of these assessments to be well documented. We asked to see copies of audits by the homes contracted pharmacist and found that these are not carried out. This is a matter the manager has confirmed (by phone) she is aware of and looking to address with a change of contracted pharmacist. We are aware that there was a medication error at the home earlier in the year that the manager promptly reported to us. She also told us what the home was doing to ensure the matter did not reoccur, these steps judged to be acceptable based on the information we received. We saw no evidence that this matter was reported as a safeguarding alert at the time of our visit to the home. We saw that there was positive interactive between the staff on duty and the people living at the home during the course of our visit. We also saw staff offering people choices, an example of this the meals they wanted with three choices available including vegetarian options. We also observed staff to wash their hands between tasks. The homes menus we saw to be on display in an appropriate format.
