No person falling within category MD or DE may be admitted into the Home when there are 14 persons in total of these category/combined category acc. Date of last inspection 5th July 2005 Brief Description of the Service: Braunstone Firlands Care Centre is a care home providing personal care and accommodation for twenty-four service users with mental health conditions including dementia. Braunstone Firlands had twenty single rooms and two shared rooms, without en-suite facilities. The home has a rear courtyard garden, which is accessible to residents. Braunstone Firlands is part of the Prime Life Group and is situated in Braunstone, Leicester. The entrance to the home is opposite Braunstone Park and has easy access to the City Centre. The home is easily accesible by private or public transport. Accommodation is provided over two floors with acess between the floors being via stairs or a passenger lift. This is an overview of what the inspector found during the inspection. This Inspection took place between 11.00am and 3.30pm. Opportunity was taken to look around parts of the home, spend time with residents, view records, which included viewing the care plans of four residents residing at the home, all of which are in receipt of nursing care. The Registered Manager facilitated the Inspection, spending time with the Inspector. What the service does well: What has improved since the last inspection? The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1 and 3. Standard 6 is not applicable. The admission process is well managed; with individual care needs being assessed and written information as to services supplied. EVIDENCE: Braunstone Firlands has a Statement of Purpose, which outlines the care and accommodation offered to residents, arrangements for staffing including staff training, additional information is contained within the Prime Life brochure. The admission procedure is adequate in that assessments of individuals are carried out by a Social Worker as part of the referral process for those residents who are funded by Social Services; the Registered Manager has an assessment tool, which she uses to assess the needs of potential self-funding residents. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7, 8 and 11. Residents are looked after well in respect of their health and personal care needs. EVIDENCE: The care plans and records of four residents were viewed, all of which were of residents in receipt of nursing care. Care plans were detailed as to individual’s health care needs and were supported by risk assessments, and night care plans, all were regularly reviewed and amended as necessary. Care plans also including specific information pertaining to illness and death, where indicated by residents and/or relatives. Daily records reflect the health care input of residents, comments being consistent with their care plan. On the day of the Inspection a General Practitioner visited the home and reviewed the health and medication needs of several residents with the individual residents themselves and the Registered Manager. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12 and 13. Resident’s would benefit from a consistent and organised approach to the provision of social activities and recreational pursuits. EVIDENCE: The Inspector read the daily records of four residents, since the last Inspection it was noted that these residents have had regular contact with relatives and friends, only one record contained information as to a residents participation in a recreational activity, which was to watch the procession of the local Carnival. The Registered Manager confirmed that internal activities were no longer bought in, in part this is due to the cost, care staff find it difficult to provide activities as their is insufficient time as the level of residents cares needs is high. The Managing Director of Prime Life Limited was visiting Braunstone Firlands at the time of the Inspection, the ad-hoc provision of internal activities was discussed with him, and he confirmed this would be reviewed. To ensure residents are provided with the opportunity to engage in worthwhile recreational pursuits it is strongly recommended that the appointment of an Activity Organiser be considered.

JUDGEMENT – we looked at outcomes for standard(s) 18 Policies and procedures are in place for the protection of adults from abuse. EVIDENCE: Braunstone Firlands as part of Prime Life Limited has detailed polices and procedures outlining the roles and responsibilities of all staff in the protection of adults from abuse. Care staff that study to attain a National Vocational Qualification in Care as part of the award study the protection of adults from abuse, which incorporates the Department of Health’s Guidance on the Protection of Vulnerable Adults. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27, 28 and 29. The recruitment, training and deployment of staff ensure the care needs of residents are met. EVIDENCE: On the day of the Inspection the Registered Manager along with four care staff were on duty, supported by ancillary staff. A qualified nurse is on duty at all times, meeting the needs of those residents in receipt of nursing care. Braunstone Firlands currently employs eight care staff of which three have attained a level 2 National Vocational Qualification in Care. The records of two staff that have recently been recruited were viewed, all were found to contain the relevant documentation, consistent with the protection of residents. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 33, 35 and 36. Opportunities are provided for residents, relatives and staff to participate and comment on the day-to-day running of the home. EVIDENCE: A relative and resident meeting was held in July 2005, which provides an opportunity for individuals to meet with the Registered Manager and comment on the day-to-day running of the home. The minutes of the meeting were read by the Inspector, which evidenced that two relatives attended the meeting. Care staff meetings also take place with minutes being taken; a staff meeting was taking place on the day of the Inspection. Financial arrangements concerning residents are not handled within Braunstone Firlands, financial matters are managed within the head office of Prime Life Limited.
