The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The standard of the environment within this home is good providing residents with a clean, attractive and homely place to live. The home is equipped with pressure relieving devices and moving and handling equipment, thus enabling staff to meet specific health care needs. Residents have access to a variety of health care services external to the home. Residents appeared well cared for, and the inspectors had the opportunity to speak with a number of residents during the visit. Comments received included, "The food is good", "The staff are kind". "We are listened to". Residents are able to choose where they spend their time, and to furnish their bedrooms with personal belongings. The providers are pro active in the refurbishment and on-going maintenance of the home, creating a homely and pleasant environment.

What has improved since the last inspection?

The new care planning system is being implemented. An extension on the home, has resulted in ten extra bedrooms being available, all of these rooms are a good size and offer en-suite facilities.

What the care home could do better:

A registered manager needs to be appointed.

The home has six bathrooms, which provide disabled bathing facilities.An assistant manager and a senior team of fourteen, as well as a welltrained group of care staff assist the manager with the management duties. This is the summary of the un-announced inspection carried out at Burlington Hall on the 26th April 2005, between1.30am and 4.30pm. The lead inspector was Mrs Caroline Roberts who was accompanied by Mr Guy Horwood (Inspector). The inspection consisted of meeting with Residents and staff, viewing records and documents pertaining to the provision of care and the running of the home. The inspectors toured the building, gaining permission from a number of residents to enter their bedrooms and viewing a further number from the doorway. The inspectors met and discussed the inspection findings with the deputy manager, area manager and the provider before leaving. This inspection has resulted in no requirements being served. The inspectors found staff polite, helpful and welcoming, and would like to thank them for their co-operation and assistance throughout the course of the inspection. The inspectors would especially like to thank the residents for their time and for allowing the inspectors into their home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7 Care plans are working documents, are up to date and subject to regular review. This ensures residents identified needs are known to staff to enable them to provide the most appropriate care. EVIDENCE: The home has recently changed to the standex care planning system. A random selection of care plans were viewed. Individual plans of care are available, and of those viewed, most were completed to a satisfactory level, were up to date and subject to regular review, with relevant information relating to identified health, personal and social care needs. Each plan of care contained an up to date risk assessment. Although moving and handling assessments had been completed, these held limited detail as to instructions for staff and equipment to be used. The deputy manager was aware of this and informed the inspectors that this was an area that still needed developing. The progress made with the change over to the standex system is encouraging; progress will be monitored during the next visit. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) Residents appear to receive a wholesome and adequate diet with evidence of choices. The routines and lifestyle of the home appeared to mostly suit the preferences of residents. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 16,18 The home has a satisfactory complaints system ensuring that resident’s views are listened to and acted upon. Staff receive abuse awareness training, policies relating to abuse awareness and whistle blowing are reviewed on a regular basis, therefore protecting residents from abuse. EVIDENCE: The home has a complaints procedure, which is accessible to residents and their representatives. A record of all complaints is maintained, and this was viewed. The records detail the investigation and outcomes of complaints raised. One resident spoken with confirmed that she was aware of the complaints procedure, and that she always felt that she was listened to. The deputy manager is responsible for the training of care staff in abuse awareness, and she arranges periodic updates to ensure staff awareness in this area. The home has policies in place for abuse awareness and whistle blowing. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19,20,21,24,26 The standard of the environment within this home is satisfactory, providing residents with a clean, attractive and homely place to live. EVIDENCE: Burlington Hall is located in the centre of Woburn Sands; it is pleasantly decorated with co-ordinating curtains and upholstery. The corridors all have handrails to assist service users if needed; the home also has two shaft lifts. The home has recently been extended and now provides another 10 bedrooms all of which are en-suite. The home has a variety of lounges, all of which are a good size and are decorated in a homely style. Furnishings are domestic in character and meet the needs of individual’s residents. Individual bedrooms contained personal belongings reflecting the character of the occupant. JUDGEMENT – we looked at outcomes for standard(s) 27 Residents needs appear to be met by the numbers and skill mix of staff. EVIDENCE: At the time of the inspection the home was adequately staffed to meet residents needs. The usual staffing levels within the home were discussed with the deputy manager, and staff numbers on duty at the time of the visit appeared to mirrow those depicted within the staffing rota. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31,33 The home does not have an experienced manager, therefore residents and staff do not benefit from having a clear sense of direction and leadership. Burlington Care Homes operates a quality assurance monitoring system, which seeks the views of residents, visitors and staff, ensuring that the home is run in the best interests of the residents. EVIDENCE: At the time of this visit the home is without a registered manager, advertisements have been placed in local papers. The area manager is working at the home for two days each week, to support the deputy manager, it is expected that this arrangement will continue until a new, manager is appointed. Views of relatives and visiting professional have been sought. The home has an annual development plan, and the area manager on a monthly basis undertakes monitoring.
