CSCI found this care home to be providing an Adequate service.

The inspector found there to be outstanding requirements from the previous inspection report. These are things the inspector asked to be changed, but found they had not done. The inspector also made 1 statutory requirements (actions the home must comply with) as a result of this inspection.

What the care home does well

Although it is an old building, that would not meet new standards, this service provides a clean and comfortable home for elderly people, the majority of whom have advanced stages of dementia. There is a very low staff turnover which helps residents to feel comfortable and secure. We have always found the atmosphere to be friendly and welcoming. The home always notifies us of any untoward incidents and levels of complaints are very low.

What the care home could do better:

At this visit we found that the automatic closers on some bedroom doors were not working. To ensure the safety of the residents we issued an immediate requirement to have this rectified and it has since been done. We also noted that the rear exit fire door needs a key to open it. During the day it is not locked and there is an alarm on it however, it could be a problem at night when it is locked. The person responsible for the home has agreed to consider an alternative lock for this door. We also raised a concern about the lift. which is not working properly. The engineer has posted instructions for its use on it to minimise the risk of someone becoming trapped however a more permanent solution must be found.

As an existing care home some of the facilities would not meet the requirements of a newly registered home. A large proportion of the accommodation is provided in shared rooms, without en-suite facilities and they are Care Homes for Older People Page 2 of 11 smaller than would now be acceptable. There is only one lounge/dining area and this is in the form of a conservatory, which despite fans is sometimes uncomfortably hot. There is a shaft lift to ensure accessibility throughout the home and the conservatory overlooks the rear garden. There is limited off-street parking however the home is in a quiet road and close to public transport links. At the time of this inspection fees range from £525- £550 per week. Any extra charges payable for services such as hairdressing would be discussed prior to admission. Care Homes for Older People Page 3 of 11 What we found: We visited this service at 06:00am on a Sunday morning following various allegations that had been made. These stated that residents were not being put to bed at night and were having to sleep in their chairs, accidents had happened and they had not been recorded and the appropriate agencies had not been informed, residents were having to eat food that was out of date, there were no dietary choices and staff were verbally aggressive. These concerns are also being investigated by Sutton Social Services in accordance with their safeguarding procedures. When we visited there were only two residents up, everyone else was still asleep in bed. The two people who were up had obviously been in bed during the night. One was sitting in a chair having been washed and dressed, the other was being helped to dress. Neither of them were able to communicate with us however they looked well cared for and happy. The kitchen was clean and tidy, staff had access to food and milk so that they could make residents a snack if they wanted one. We looked at the menus which were varied and there was a list of peoples preferences and dislikes. We did find two tinned products that were past their use by date. The person who is responsible for the home will address this with the cook. We looked at the accident records which were all in order and we spoke with the staff. They were able to tell us about training that they had received in recognising and reporting abuse . They were pleasant and receptive to the inspection process and treated residents with respect and kindness.
