The introduction of the new care planning system has not been completed and as a result not all care plans show how peoples needs are being met and reviewed. Work has started on some plans, but there was evidence that peoples changing needs are not always recorded. There was some evidence that staff have a good working knowledge of peoples care needs. However some care plans are not up to date and reviews of peoples needs are not up to date. Good systems are in place for recording the administration of medicines. Appropriate policies and procedures underpin practice with regard to ordering, administration and disposal of medicines. There were sufficient staff on duty at the time of this inspection to meet the needs of the people living in the home. There was evidence that at times staffing levels have been affected by sickness or annual leave, however some new appointments have been made and as soon as reference and other checks are completed staffing levels will improve. An activity organiser has also been appointed although at times she is undertaking care tasks because of staffing difficulties. The new manager is aware of the staffing issues and has been reviewing staffing levels in the four weeks since her appointment. A new deputy manager has been appointed. Staff morale has improved since the last inspection. Staff training needs are being identified and a staff training programme is being drawn up to ensure that regular updating training is provided for all staff. Mandatory training is being given priority. The manager has started to look at the quality systems in place in the home and is clear about her responsibilities for carrying out regular checks of all aspects of the running of the home. She is aware of the need to seek the views of people living in the home about the service and described her plans for consulting with them regularly as well as talking to staff about their views. A good recording system is available for this, but has not regularly been updated since the last manager left the home. What the care home does well:
Staff were able to demonstrate that they knew the needs of the people living in the home. The good systems in place for handling medicines protect people living in the home. Staffing levels have improved since the last inspection and the systems for covering holidays and sickness have been reviewed. New appointments subject to appropriate checks being carried out have been made to supplement the current staffing numbers. Staff feel well supported by the new management team and morale has improved. A new training plan has been drawn up to ensure that mandatory training is regularly updated for all staff.
