Conditions of registration: Date of last inspection First Inspection under National Minimum Standards Brief Description of the Service: 167 Chandos Road is a seven-bedded residential unit. It is owned and will be operated by the Consensa Care organisation that also operates several other residential homes in the area. The home is intended to offer residential care to service users with acquired brain injury. This is an overview of what the inspector found during the inspection. This was a short, informal inspection during which the Inspector met with the Responsible Individual and toured the premises. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): The home is not currently operational and to date has not assessed any prospective service users. EVIDENCE: The Consensa Care organisation has produced a statement of purpose and service user guides for its other homes and will be able to adapt these for use at 167 Chandos Road. JUDGEMENT – we looked at outcomes for the following standard(s): These standards could not be inspected, as the home does not currently have any service users. EVIDENCE: The Consensa Care organisation has developed individual service user planning and risk assessment tools, and will be able to review and apply these as appropriate at 167 Chandos Road. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): These standards could not be inspected, as the home does not currently have any service users. However, the Inspector did tour the premises and found them to provide a range of shared and private space. EVIDENCE: The home is double fronted, extended Victorian terraced property. It has been extensively refurbished and currently provides a large entrance hall, two lounges - both of which are pleasantly furnished with a sofa, armchairs, coffee table, TV and stereo. There is a large kitchen with patio doors to the garden and a separate dining area that also has garden access. A small room off the dining area houses the freezer. There is a ground floor utility room that incorporates a WC. Two service users bedrooms are also housed on the ground floor, both of which have ensuite bathrooms. The home has installed portable ramp system that makes the entire ground floor wheelchair accessible. To the rear of the property there is a large garden currently laid to lawn. The responsible individual advises that the home intend to develop this as a sensory garden. The garden also houses a prefabricated building which currently houses the laundry facilities. The Inspector was advised of plans to convert this to an adjustable height training kitchen.

All the bedrooms and en suites have been kitted out with furniture and the responsible individual acknowledged that specialist furniture and equipment would need to be provided according to assessed need, as service users take up residence. JUDGEMENT – we looked at outcomes for the following standard(s): These standards could not be inspected, as the home is not currently operational. EVIDENCE: The home was registered in 2005. Consensa Care have previously provided residential care to service users with a history of long-term mental heath difficulties. This home aims to meet the needs of service users with acquired brain injuries and therefore represents a new direction for the organisation. The Manager appointed at the time of registration has left the organisation and the responsible individual advises that a manager with extensive experience of running a care facility for service users with acquired brain injury has been appointed and will take up post on the 14th November 2005. Upon taking up the post the Manager will have responsibility for appointing a deputy and other care staff, assessing referrals to the service and reviewing and developing policies and procedures to be implemented at the home.
