The home has been owned and managed by Mrs Sheila Ashcroft since 1988. There are five single bedrooms and seven that can be shared by two people. There is a spacious garden at the back of the house and a car parking area at the front. Care Homes for Older People Page 3 of 10 What we found:
Two inspectors visited Charnwood unannounced on 7 July 2010. The purpose of the visit was to check compliance with the requirements made following our key inspections on 1 December 2009 and 12 April 2010, and with two Statutory Requirement Notices served on 13 May 2010. The outcome is as follows: Outstanding requirements from 1 December 2009 1. All of the staff who work at the home must receive training about safeguarding to ensure that people are protected from abuse. Since our last visit two members of staff, a care assistant and the deputy manager, have attended safeguarding training provided by the local authority. There were no records to show that the other three care assistants have attanded any safeguarding training but the home owner told us that she was waiting for dates to be available for them to attend. This requirement is partly met. 2. The registered person must keep records about all of the people employed at the home as detailed in Schedule 4 of the Care Homes Regulations, and a copy of the duty roster of persons working at the care home. We were provided with copies of duty rotas for three weeks in May 2010 and for the current week (week commencing July 5 2010). The deputy manager told us that she had not written rotas for June 2010 becuase they were the same as for May. This requirement is partly met. 3. The registered person must provide enough staff to ensure that the needs of the people living at the home can be met and they are kept safe. The duty rotas showed that there are always two staff on duty between 8am and 8pm and that the home owner works every night between 8pm and 8am. We were concerned that this is achieved by three people regularly working excessive hours, eg the owner/manager and the deputy manager both working 84 hours this week, and one of the care staff working 64 hours. This requirement is met. 4. All of the people working at the home must have a Criminal Records Bureau check, for the protection of residents. We saw CRB disclosures for all of the staff working at the home with the exception of the administrator. This requirement is partly met. Requirements made on 12 April 2010 1. All staff working at the home must receive training about infection control to help protect residents from the spread of infection. We were told that the owner/manager and the deputy manager attended Infection Control training in June 2010, however they had not received certificates to verify this.
Care Homes for Older People Page 4 of 10 There was no evidence to suggest that any other staff have had this training. This requirement is partly met. 2. Care plans must be kept under review and updated as peoples needs change, to ensure that they reflect the current needs of the person and the care that is required. All of the care plans we looked at had been reviewed within the last three months and detailed daily records were completed in full for each person. This requirement is partly met. 3. The medicine trolley must be kept securely. The medicine trolley is secured to a wall. This requirement is met. 4. Replace the carpets that are worn or stained, to ensure that the stairs are safe and to provide a satisfactory bedroom for all residents. The stair carpet has been repaired. A carpet in a bedroom is marked and had a fresh stain on it but was generally clean and there was no unpleasant smell in the room. The home owner told us that she intends to replace the carpet in the near future but there was no definite date for the work to be carried out. This requirement is met. 5. Suitable handwashing facilities must be provided to protect people from the spread of infection. Liquid hand soap and paper towels were available in toilets, and hand gel was available in the entrance area, however there is no handwashing basin in the laundry. This requirement is partly met. 6. New staff must not be employed at the home until two satisfactory references have been received, so that residents are protected from unsuitable staff. We looked at the personnel records for three care staff who had been recruited within the last few months. For two people there was one reference on file and for one person there were no references. The references we saw did not pre-date their employment at Charnwood. There were no personnel records for the homes administrator. This requirement is not met. 7. All staff who handle food must receive food hygiene training, to ensure that food is handled safely. The home owner confirmed that no staff have received food hygiene training. This requirement is not met. 8. All staff who provide personal care must receive training about safe moving and handling of people, so that residents are protected from harm caused by poor moving and handling practices. There was no evidence of any recent moving and handling training and the owner/manager confirmed that this had not taken place. This requirement is not met. Care Homes for Older People Page 5 of 10 9 Maintain a record of all monies kept on behalf of service users, to ensure that there is no financial abuse. There were some records available relating to two residents who receive personal allowance payments from the local authority via the care home. The records were not always maintained accurately or kept up to date. This requirement is partly met. 10. Keep a record of any accidents that occur to service users as required by schedule 4.12.a of the Care Homes Regulations 2001. We looked at the accident record folder and confirmed that records are being completed when an accident occurs. This requirement is met. 11. The CQC must be notified of the death of any person who lives at the home. (This is a legal requirement under Regulation 37 of the Care Homes Regulations 2001.) One of the people who lived at the home died on 22 June 2010. CQC had not been notified, but the form was completed and handed to the inspector during our visit. This requirement is not met. 12. All staff who work at the home must receive fire safety training so that they know what to do if a fire should occur. The owner/manager confirmed that there had been no recent fire training. This requirement is not met.
