Conditions of registration: Date of last inspection 12th July 2005 Brief Description of the Service: Dovecote View is a care home offering personal care to 26 residents in the category older person. Dovecote View is a detached property situated close to the city of Chichester, with a large garden to the rear. There is a spacious sun lounge at the back of the property together with a patio for residents to sit out on. Mr. and Mrs. Moore privately own the home, and the registered Manager is Mrs Buck. The responsible person acting on behalf of the proprietors is Mr. John Moore. Dovecote View DS0000060635.V266287.R01.S.doc Version 5.0 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This was an announced inspection, the second of a minimum of two statutory visits that an inspector must make to each care home during the course of a year. The first inspection, which was unannounced, was undertaken earlier in the year. At this inspection the Inspector looked at standards that were not looked at during the previous inspection, as well as any outstanding issues from the last report or concerns raised about the home since the last inspection. Some standards that were assessed at the previous inspection were not assessed on this occasion; the reader is advised therefore to look at the reports of both inspections for a fuller picture of the home. The Manager was present throughout the inspection. During this inspection the Inspector examined records of care being provided to the residents; as well as records of any accidents, issues, or complaints, to make sure that the residents at Dovecote View were being taken care of. In addition to talking to the Manager, the Inspector spoke with Mr. and Mrs. Moore, plus a staff member, several residents, six visitors and a GP. The Inspector joined the residents for lunch to listen to their views about the home. All the comments received from everyone that the Inspector spoke to were very complementary with regard to the home, the food, and the staff members. At this inspection Dovecote View was audited against the National Minimum Standards for Older Persons. All the elements in each of the standards assessed were met. The Inspector would like to thank everyone who cooperated with her on the day of this inspection. What the service does well:
The residents, who the Inspector met on the day of inspection, spoke highly of the staff members, the cooking and their bedrooms. The building is maintained safely, and to a high standard. Records required by the Inspector on the day of inspection, were found to be in order. One visitor to the home told the Inspector that he was made to feel very welcome when he visited the home, and another visitor remarked that the person she visited was very happy at Dovecote View. The Inspector spoke to six visitors on the day of inspection and all said that they were really pleased with the standard of the home and of the care being provided, and said there was “always something going on”. A GP told the Inspector that he had no concerns about the care being provided at Dovecote View at all. The Inspector was told that Dovecote View does not use outside agency workers, thus ensuring that the residents always know their carers. There are many activities on offer at the home, which include “Seniorcise”, exercises for senior citizens, outings, outside entertainers, art and craft and going out for daily walks with a staff member, weather permitting.
Dovecote View DS0000060635.V266287.R01.S.doc Version 5.0 Page 6 Residents taken out on the day of inspection told the Inspector that they really enjoyed getting out in the fresh air, and one resident said she had improved so much she was now able to take a short walk on her own “whenever I feel like it”. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 2 and 4 Each resident has a written contract/ statement of terms and conditions with the home. Residents and their representatives know Dovecote View will meet their needs. EVIDENCE: The Inspector was shown a copy of the home’s statement of the terms and conditions, which contain all the requirements of the National Minimum Standards. The person in charge assured the Inspector that all residents and their representatives receive a copy. Evidence from care plans and staff training records confirmed that Dovecote View was able to meet the assessed needs of the residents accommodated there. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 and 8 The resident’s health, personal and social needs are set out in an individual plan of care, and are reviewed regularly. Resident’s health care needs are fully met. EVIDENCE: Care plans of some residents were looked at during the course of the inspection, and it was noted that the care plans, including risk assessments, had been reviewed regularly. The Manager assured the Inspector that all residents are informed of all services available under the National Health Service, and that specialist equipment is provided where necessary. A GP spoken to on the day of inspection said that he had no concerns about the care on offer at Dovecote View. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15 Residents receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. EVIDENCE: On the day of inspection the Inspector shared a meal with the residents, which was clearly enjoyed by everyone. There was much good-humoured banter between residents and staff members during the course of the meal, with Mrs. Moore sitting chatting to residents at one of the tables. Residents told the Inspector that the food was “far better than I ever had when I lived on my own”, that ”the food is really, good and so much!” and “it’s always hot and beautifully served”. JUDGEMENT – we looked at outcomes for the following standard(s): 16 Residents and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. EVIDENCE: Residents told the Inspector they would be happy talking to the Manager, any staff member or Mr. or Mrs. Moore about any issues they might have, and felt that any concerns would be addressed immediately. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20 and 25 Residents live in a safe, reasonably well-maintained environment and have access to safe and comfortable indoor and outdoor communal facilities. EVIDENCE: Records were available to show that the home is maintained to a satisfactory standard. On the day of inspection, Dovecote View was clean, warm and welcoming. Some residents were sitting in the lounge, some in the conservatory having their coffee, whilst some were taking their coffee in their rooms, with their visitors. Some of the radiators still need covering, and the Manager informed the Inspector that this would be addressed shortly as part of Dovecote View’s maintenance plan. Progress of the work on this will be monitored at the next inspection. Dovecote View provides sufficient communal space for the residents, which consists of separate lounge and dining areas, plus a conservatory. There are enough washing facilities available in the home, with accessible toilets close to the communal sitting areas and the dining room. On the day of inspection several doors were wedged open, the Manager was made aware of the safety implications with regard to this.

The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27 and 28 Resident’s needs are met by the number and staff mix of staff members. Residents are in safe hands at all times EVIDENCE: Dovecote View was adequately staffed on the day of inspection. The Inspector saw evidence of ongoing training by the staff members at the home. National Vocational Qualification is on going and further development training is expected. The Inspector was assured by the Manager that that all staff members had received manual handling training, fire training, Health and Safety training, medication training and food hygiene training. The Manager and a senior carer are due to go on a risk assessment training course shortly. All training is recorded on staff member’s files. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 34, 36 and 37 The home’s accounting and financial procedures, record keeping and policies and procedures safeguard residents. Staff members are appropriately supervised. EVIDENCE: It is apparent that the needs of the residents are uppermost at Dovecote View, and that the home ensures that resident’s rights and best interests are safeguarded at all times. The inspector saw that insurance cover is in place to meet the National Minimum Standards, and there is a business and financial plan for the home, which would be made available upon request. Residents are encouraged to manage their own affairs with the help of relatives or advocates. Dovecote View was seen to offer formal bi-monthly supervision to all care staff, the Manager supervising the three senior care workers, who in turn supervise the remainder of the staff members.
