Conditions of registration: 1. 15 beds to be used flexibly for service users aged 54 and over. 2. 1 bed currently approved for the use of a specified service user aged 44. CSCI must be notified inn the event of this service users discharge. 3. 1 bed specifically to be used for planned respite care. Date of last inspection 21/2/05 Brief Description of the Service: Easter Field Court is located on the outskirts of Morpeth and comprises 5 purpose built bungalows set in attractive grounds, all of which are maintained by the Housing Association. Accommodation is provided for 17 adults with mental health problems. There are 4 bungalows in which people are able to live more independent lives, and the core bungalow which also houses the administrative office and assisted bathing facilities. All the bungalows have their own kitchens, but main meals are provided from the core bungalow kitchen. Peopleare able to move freely between the bungalows and can travel into Morpeth independently or with the assistance of staff. The home has it’s own car for transport purposes. This is an overview of what the inspector found during the inspection. This inspection was unannounced and is one of two inspections that Easterfield Court will receive this year. The inspection took place over 4 hours. 7 residents gave their views on what it is like to live at Easterfield Court. The manager was available throughout the inspection. All kitchens, bathrooms and some living areas were inspected. Documents relating to Health and Safety were inspected. What the service does well: What has improved since the last inspection?
There is a continuous programme of repairs and decoration to each part of the buildings. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6, 7, 9 Each resident’s assessed and changing needs are well considered. Risk assessments and risk management plans support residents to be safe as well as independent as possible. EVIDENCE: The files of 3 residents were inspected, each had care and support plans that were detailed and focussed on individual needs and interventions, the manager also gave several more examples of highly individual planning for residents care and support needs. Residents are assisted to make decisions in a number of formal and informal ways; care planning and outcomes provide evidence of formal decisionmaking, and staff were observed offering residents choices throughout the inspection. Any risks for people living at Easterfield Court are well documented; risk management plans are particularly good and support people to lead their chosen lifestyle. Service users are offered a healthy diet and enjoy their meals and mealtimes. JUDGEMENT – we looked at outcomes for standard(s) 13, 16, 17 The people who live at Easterfield are part of the local community if they prefer. The home’s planning and support systems promote individual rights and responsibilities. People are offered a varied and healthy diet. EVIDENCE: Several residents described how they got out and about in the local community; some require support from staff to do this and some go out independently. The home is achieving a good balance between people’s rights and responsibilities by the way care and support is delivered, and the way risk assessment and risk management plans are devised. Each resident can choose from a varied menu at mealtimes, and can have alternatives if they wish; several residents said that the food was tasty. The kitchen was well stocked with lots of choices of food and snacks. The home’s Housekeepers have ensured that the kitchen is very well run. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 Easterfield Court is very good at making sure people receive personal support in a way that suits them; the home is also excellent at ensuring that people’s physical and emotional health needs are met. EVIDENCE: Easterfield Court takes an integrated approach to supporting people and ensuring that their physical and emotional needs are met; each strand of care planning looks at the person as a whole and highlights areas where people may need extra support. The home works closely with a range of other professionals to ensure that any specialist needs are met. No complaints have been made since the last inspection. All staff have received training in the matters concerning the Protection Of Vulnerable Adults. JUDGEMENT – we looked at outcomes for standard(s) 33, 36 An effective staff team care and support the people who live at Easterfield Court; the team is also well trained and regularly supervised. EVIDENCE: Those staff observed on duty during this inspection displayed respect for residents and also demonstrated good values and attitudes. The team is stable with very little turnover of staff over several years. There is a good staff training programme that includes all statutory training, as well as training in subjects that relate directly to the needs of residents; there are also opportunities for staff in continuing professional development. The Manager reported that all staff supervision is up to date. JUDGEMENT – we looked at outcomes for standard(s) 38, 39, 42 Easterfield Court is well managed. Proper care is taken to promote the Health and Safety of residents and staff. EVIDENCE: The Manager’s skills, knowledge and experience have ensured that Easterfield Court is well run and that systems are in place to ensure continued good practice is carried out, and good outcomes for residents are achieved. A number of resident’s questionnaires were inspected and cover a wide range of subjects that are important to residents. These take place periodically and offer an indication of how satisfied people are with the service they receive. 9 residents returned questionnaires sent out by the Commission; each indicated that they enjoyed living in this home and were satisfied with the care and support that was provided. All matters relating to Health and Safety that were inspected were satisfactory, including the Fire Log, Risk Assessments for safe working practices, resident’s monies, accident book, gas safety records, and complaints. The home has “due diligence” documents, covering cleanliness, hygiene, fridge and water temperatures – these were satisfactory and provided evidence for the standards achieved in Health and Safety.
