This inspection was carried out on 11th June 2009.
It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.
The inspector made no statutory requirements on the home as a result of this inspection
and there were no outstanding actions from the previous inspection report.

If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Fair Bungalows is registered to provide nursing care for up to seven people who have learning disabilities and may also have additional sensory or physical disabilities. The accommodation consists of two connected bungalows: Fair Winds provides accommodation for three people and Fair Crest provides accommodation for four people. Each bungalow has its own facilities although people can move from one area to the other through an interconnecting laundry room and Nurses station. Each bungalow has an adapted bathroom. What did we do for this annual service review? We received a completed Annual Quality Assurance Assessment. This told us about what the service believed they do well, what they could do better, how they have improved and their plans for improvement. We compared this with the most recent copy of the homes Statement of Purpose and information we have received about the home since the last Key Inspection in May 2008. This included notifications of incidents sent to us by the home, complaints and concerns we have received and information received as a result of a recent referral to the Devon Safeguarding Team. What has this told us about the service? Fair Bungalows provides accommodation for people with learning disabilities and complex needs. There has been no manager registered with the Commission for a considerable time. During this time, there have been periods of temporary management or no manager at all. An historical arrangement for staffing the home has recently come to an end with the result that the staff group has been unstable and experienced staff have now left. We have received a number of notifications from the home about serious errors in the administration of medicines. The new Responsible Individual for Guinness Care and Support told us that these issues were being investigated. We have also received concerns about the condition of the homes environment and the neglect of the garden. Concerns about the home have recently escalated and have highlighted issues with care planning, staff training and competencies, care practices and the management of behaviour which challenges the service. The organisations service manager has told us that some of these issues have been addressed. However, concerns continue to be raised as a result of recent safeguarding meetings What are we going to do as a result of this annual service review?
