Date of last inspection 10 January 2005 Brief Description of the Service: Golden Years is situated in a residential area of Blackpool, close to local Bispham shopping centre and transport. The home provides accommodation for 21 older people. There are three lounge areas and a separate dining room. The 18 bedrooms are mainly en-suite with bathrooms and toilets on both floors. Aids and adaptations have been fitted to meet the residents needs. There is a lift for first floor access. The front and rear gardens are accessible to the residents and seating is provided. This is an overview of what the inspector found during the inspection. This inspection was unannounced and started at 9.30am and took place over 5 hours. The Inspector spoke to four staff members, seven residents, the senior carer and the cook. A tour of the premises took place and examination of documentation formed the basis of the visit. The recruitment procedures and the homes application for employment form must be reviewed and updated to contain all the information required on each staff member before employment is agreed and staff take up there posts. Supervision of staff must be recorded and available for inspection. There remain recommendations for the registered manager to complete the registered managers award and also to ensure care staff are trained to level 2 NVQ (National Vocational Training), which is a recognised qualification in care. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 3 The admission and assessment procedures were clear to ensure the care needs of residents are met. EVIDENCE: The records of three residents had full assessment information. Staff members spoken to had access to this information and did know the level of care required by the three case files looked at and could provide examples of their individual needs. One member of staff said of one residents records looked at “I know the resident likes to attend to his own dressing and washing in the mornings”. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,13,14 and 15 Social activities and meals are both well managed, creative and provide daily variation for people living in the home. Contact with families are encouraged and supported by staff. EVIDENCE: Residents spoken to confirmed visitors are allowed at any time. One resident said “my sons visit me at any time there are no time limits its good” Activities are arranged to suit the resident’s wishes. Care plans of residents examined recorded preferences for social activities. One resident said, “I enjoy bingo when we play”. The menus were found to provide a varied and balanced diet. Fresh produce from local suppliers is used. Observation at meal times confirmed the preparation and quality of produce used was very good. Comments from residents were positive. One resident spoken to said, “ the food was always good and we have a choice. ”Another resident said the food is excellent. Observations of residents rooms showed personal belongings are allowed to be brought into the home. Service users’ legal rights are protected. Service users are protected from abuse. JUDGEMENT – we looked at outcomes for standard(s) 16 and 18 Arrangements for complaints are handled well and taken seriously ensuring people feel listened to. EVIDENCE: The home has a detailed complaints procedure, which is made available to all residents on admission and displayed in the entrance hall. One resident spoken to knew who to complain to and said “I would speak to the manager you can talk to her if I had a problem if I wasn’t happy my family would speak to social services.” The home has a procedure in place for dealing with allegations of abuse. The manager and staff spoken to had a good understanding of the procedures to be followed in the event of any allegations or suspicion of abuse or neglect Staff spoken to had received training in relation to complaints and abuse procedures and policies. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19 and 26 Recent investment in re-decoration and furnishings has significantly improved the appearance of the home creating a comfortable and safe environment for the people living there and visiting. EVIDENCE: A tour of the building found the home to be very clean and tidy. Since the last inspection the home has continued with their redecoration programme. New carpets throughout the hallway and communal areas have been fitted. Observation of some bedrooms confirmed they have been redecorated. One resident spoken to said, “My room has been painted and is lovely the home is always spotless”. Examination of maintenance records showed there is a rolling programme of general repairs and renewal of the premises. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27,28,29 and 30 The procedures for the recruitment of staff are not robust therefore do not provide the necessary safeguards to offer protection to the people living at the home. The numbers of staff on duty were satisfactory to meet the needs of people living in the home. EVIDENCE: Three staff files examined indicated the home had not undertaken the necessary recruitment checks to ensure the protection of residents. Two of the staff records checked did not have application forms; three files did not contain all the references required. Staff photographs were missing on one file. Examination of the application form for employment must ask for a full employment history with any gaps explained Staffing levels were sufficient for the number of residents living at the home. Residents said they were happy with the care they receive from the staff and management and were well treated. Residents spoken to say, “The staff are kind and are very helpful”. Staff spoken to commented they were clear about their role and work well as a team to ensure the individual and collective needs of residents are met. Records show training is ongoing but further staff should achieve NVQ (National Vocational Qualification) training to meet the 50 required by legislation. Two staff spoken to confirm they had received induction training on commencement of employment.

Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 33,35 and 38 The home is well managed and run in the best interests of residents. EVIDENCE: Staff members said they found the registered provider was supportive and provided a clear sense leadership. There remains a recommendation for the registered provider to achieve the Registered manager’s award in 2005. There are records for gaining the views of residents using the service examination of which confirmed the home is well run and provides a high level of care and support. The home has recorded annual development plan in place to continue to develop the home to ensure the safety and comfort of the residents. Records of money being handled by the manager for residents were up to date, explaining the reason for any expenditure and the balance of the money that was being retained.
