Conditions of registration: Date of last inspection 17th May 2005 Brief Description of the Service: Golden Years is situated in a residential area of Blackpool, close to local Bispham shopping centre and transport. The home provides accommodation for 21 older people. There are three lounge areas and a separate dining room. The 18 bedrooms are mainly en-suite with bathrooms and toilets on both floors. Aids and adaptations have been fitted to meet the residents needs. There is a lift for first floor access. The front and rear gardens are accessible to the residents and seating is provided. This is an overview of what the inspector found during the inspection. This inspection took place on the 27/09/05 over 4 hours and was unannounced. The Inspector spoke to the homeowner, a relative, staff and six residents. As part of the inspection process the inspector used case tracking as a means of assessing some of the National Minimum Standards. The process allows the inspector to focus on a small number of people living at the home. All records relating to these people are examined and the rooms they occupy are looked at. Other residents are invited to pass their opinions to the inspector if they wish. A tour of the premises was undertaken. Examination of the homes documentation, policies and procedures formed the basis of the inspection. What the service does well: What has improved since the last inspection?
The lounges have had some new chairs to add to the comfort for the residents. The exterior and interior of the building has been partly redecorated ensuring the home looks clean therefore providing a pleasant environment for the residents. One resident said, “The home always looks clean and tidy”. Over 50 of care staff have now achieved a recognised qualification in care. This ensures staff have the skills and competencies to support and care for the residents. No new staff has been employed since the last inspection, however the recruitment procedures have been updated to make sure all the necessary checks have been carried out and recorded t ensure the residents feel protected and safe.

The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9 and 10. Promotion of health is taken seriously. Resident’s welfare is closely monitored and health needs are identified and met. EVIDENCE: Three residents’ records were examined and all contained up to date care plans with reviews and risk assessments. However these could be completed in more detail and reviewed more regularly to ensure changing needs and circumstances are recorded to provide sufficient information for care staff to deliver the support required by residents. Significant events had been recorded and daily entries made setting out the care given. Individual records kept for each resident also had a plan of care setting out in detail the action that needed to be taken by care staff to ensure all aspects of health, personal and social care needs of the residents were met Residents spoken to commented positively of the care received. Comments from residents included, “The care I receive is good, nothing is too much trouble for the girls” and “It’s a lovely place I feel well looked after”. One relative spoken to said, “Excellent care and lovely people they are very caring”.

A resident spoken to said, “They always knock before coming in to see me which is nice.” Medication practices observed were safe and good records had been kept ensuring residents health is maintained. A Staff member said, “I don’t administer medicines only those who have received training do.” The homeowner confirmed staff-administering medication has been trained ensuring they have the competence to monitor and administer medicines correctly. The procedures for the recruitment of staff have improved and are now robust ensuring the safety and protection of the residents. Most of the care staff has achieved a recognised qualification in care, which enables the staff to have the confidence and skills to carry out their role. EVIDENCE: Records show the number of care staff to who have completed care award NVQ (National Vocational Qualification) training is above the 50 required by the National Minimum Standards. One member of staff spoken said, “The course has helped me”. The home owner has not employed any new staff since the last inspection. However discussion with the homeowner and examination of records show systems are now in place to ensure the proper checks and information is gathered prior to any new member of staff commencing work to safeguard and protect the residents living at the home.
