Conditions of registration: Date of last inspection 23rd August 2005 Brief Description of the Service: Goodwins Care Home is dormer bungalow registered to provide the facilities and resources for the care of two older people. There are two large single bedrooms at the front of the dormer bungalow that provide accommodation for the service users and also one bedroom occupied by the registered manager/owner. The managers children occupy the bedrooms on the first floor. There are two communal lounges and a dining room/kitchen. This is an overview of what the inspector found during the inspection. This was announced inspection, which took place on 23 February 2006 and included a discussion with the service user and provider and checking some records. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8 Records seen and observations made during the inspection confirm the arrangements for ensuring service user’s health and safety and respecting privacy and dignity remain satisfactory. EVIDENCE: There is one service user currently living at the home, their care plan was seen and was appropriate to their needs and reviewed monthly. Arrangements had been made for the physiotherapist to visit regularly, the district nurse and chiropodist also visit. A pair of specialised slippers had been purchased following a fall to help with mobility problems. Records of the service user’s weight had been kept. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,15 The service user has the opportunity to retain links with relatives, friends and the community, is involved in social activities and is able to exercise choice in all activities of daily living. EVIDENCE: The service user said that they enjoy life at the home and are satisfied with the care and meals. The service user said they had attended the provider’s daughter’s wedding and said they had a wonderful time. The daily records seen show that the service user is involved in activities and outings with the provider and their family on a regular basis. The service user said they still enjoy talking with the providers and their family, listening to the radio, and watching a TV quiz programme, they have visitors and go out with their friend and the provider regularly. JUDGEMENT – we looked at outcomes for the following standard(s): 16,17,18 The service user is satisfied with the care provided. The service user’s financial transactions should only be entered into by the relative who has Power of Attorney to ensure correct procedures are followed. EVIDENCE: The service user did not raise any complaints; they are able to vote at general and local elections. The provider said the service user no longer used a financial account open in the service user’s name and it was required that the account be closed immediately. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 21,22,23,24. The home provides a very pleasant environment for service users to live in. EVIDENCE: The areas visited were cleaned and decorated to a high standard. The service user has access to all communal areas and gardens, which are located at the back of the home. The service user’s bedroom has been decorated since the last inspection; the provider said the service user had been involved in the choice of wallpaper. A room previously used as a bedroom has been decorated and furnished to provide a very pleasant lounge for the service user’s use. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 35,38 The relative who has Power of Attorney to ensure correct procedures are being followed should only enter into Service user’s financial transactions. EVIDENCE: Records of transactions to pay for hairdressing, chiropody made by the provider on behalf of the service user, had been kept and receipts had been obtained. An advocate represents the service user and a requirement has been made for financial transactions to be made by the relative who has Power of Attorney. The equipment service records were not seen on this visit however no health and safety issues were observed on the day.
