Conditions of registration: Date of last inspection 2nd August 2005 Brief Description of the Service: Greenfields Lodge is a modern, purpose built single storey building situated in a residential area of Hartlepool. Accommodation is provided in fully furnished single rooms with en-suite facilities. Most areas of the home and gardens to one side are accessible to wheelchair users. The remaining garden to the side of the home is banked. The home is registered to provide personal care and accommodation for up to 10 adults who have a learning disability. This is an overview of what the inspector found during the inspection. The inspection took place on the 19th December 2005 and lasted about 2.5 hours. Time was spent talking to the manager and staff and one service user as other service users had not yet arrived at the home. We looked around the building and at files and documents. Records and service user case files were well maintained, and held information that was clear and easy to read. The home provides an open and inclusive atmosphere where service users can enjoy a short break in familiar surroundings. A friendly and welcoming approach is maintained and service users can look forward to a varied programme of activities and new experiences. Since the last inspection, more staff training has been carried out and the manager has achieved both the NVQ 4 in care and the Registered Managers Award. The intended outcomes for Standards 1 – 5 are: 1. 2. 3. 4. 5. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 and 5 The home can demonstrate how it can meet the service users needs and provides an agreement as a statement of terms and conditions. EVIDENCE: The home produces a Service Users Guide for each service user, available in a picture format and giving good detail of the services provided. Admission to the home is for a short stay only but service users stay on a regular basis. Prior to admission, service users are given full information about the home and what it can offer, including an invitation to look around the home and meet staff and other service users. Pre admission assessments were also carried out to identify how the home would be able to meet the service users needs. Service agreements were in place for each service user and took the form of a statement of terms and conditions or contract. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10 Confidential information is securely held. EVIDENCE: Confidential notes and files are securely kept and service users are given the option of where they wish the files to be kept. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13, 15, 16 and 17 The home encourages contact with the local community, families and friends, and enables service users to take responsibility for their lives including areas of work and food. EVIDENCE: The manager said service users were active in the local community, going bowling, to the local church and recently to a concert. Service users were often at the local shopping centre and to the local pubs. A picture board had been set up in the home to show the various activities that had been enjoyed. Contact with family and friends, was maintained and regular even though the home admitted service users for short breaks only. The manager said, service users got on well together and had made many friendships inside and outside the home. The home encouraged service users to be part of the community by using local amenities and frequent trips out at shops and social events. Staff were seen to carry out their roles with respect and maintaining the dignity of the service user. Service users were encouraged to take responsibility for their daily needs as much as possible and assisted in keeping their rooms tidy. Even though the home was for short breaks, service users

Food served at the home was to service users preference. Staff said service users would often choose what to eat on a daily basis but any dietary need or special diets would be considered. Service users could take part in cooking as an activity, and the manager said service users had recently enjoyed making peppermint creams. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 Health and emotional needs are met. EVIDENCE: There were good contacts with local healthcare providers and health checks were arranged and carried out regularly. One service user was receiving the services of a nurse on a daily basis under their own funding arrangements. JUDGEMENT – we looked at outcomes for the following standard(s): 22 Arrangements are in place to deal with complaints and service users views and opinions are listened to. EVIDENCE: A complaints procedure and policy was available in the home for service users and their families. The manager said, service users could raised any issues or make suggestions during regular meetings held at the home or in separate discussions, and these would be listened to and carried out. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 26 and 28 The home offers comfortable surroundings for service users but improvements could be made to ensure independence in accessing bedrooms. EVIDENCE: During the last inspection it was highlighted that service users who used wheel chairs would benefit from automatic door openers especially to their bedrooms, however these had not been fitted. The home provided two comfortable lounges that were pleasantly decorated and xmas decorations were being displayed including a tree that the staff were very pleased with. There was some repairs that were needed to the bathroom wall and a mirror in the shower room needed to be secured to the wall. JUDGEMENT – we looked at outcomes for the following standard(s): 32 and 34 Staff are competent and supported to provide effective care and service users are protected by the homes recruitment policies EVIDENCE: Staff training is ongoing and further training is arranged in areas of peg feeding and epilepsy. Studies’ leading to NVQ2 in care has been undertaken by 12 of the 14 members of staff, 6 of which have also completed NVQ3 in care. Training has also been carried out in infection control and the Learning Disability Awareness Foundation course (LDAF). Recruitment to the home was carried out using the company’s corporate policy on recruitment. Staff files held at the home were examined and found to contain appropriate information and were in order. JUDGEMENT – we looked at outcomes for the following standard(s): 37 The home is managed competently and capably in an open and inclusive manner. EVIDENCE: The manager has recently completed NVQ4 in care and the Registered Managers Award, enhancing her knowledge and adding to her experience in carrying out the role. Staff commented that the manager was willing to listen to suggestions and would act on issues when required to do so. The manager said an open door policy was used so that staff, service users and families could come to her at any time.
