This inspection was carried out on 6th February 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The residents in this home are well cared for, protected and encouraged to be independent within their capabilities and wishes. The home is run as a small family unit and the residents clearly see themselves as part of this family. Members of the homeowner`s family give assistance and support when required and the holidays that residents take are with these family members. From the brief conversation that the Inspector managed to have with the residents it was clear that two at least enjoyed going out and felt more confident to go out alone. One resident said that they went to the shops in the town centre and also enjoyed going to Stanley Park.

What has improved since the last inspection?

There has been no change to the needs of the residents and since the last inspection. Since the previous inspection the homeowner has successfully completed a course on first aid, which was seen as necessary in ensuring the safety of the residents.

What the care home could do better:

There is a requirement that the person in day- to- day charge of the home is qualified, competent and experienced. Whilst the Inspector was able to confirm that the homeowner is both competent and experienced they have not yet obtained a recognised qualification in care. The homeowner should take the appropriate steps to obtain this qualification to ensure that needs of the resident continue to be met by the home.

That Service User Accommodation shall be restricted to the ground and first floor of the Gwenlyn House only. 2nd August 2005 Date of last inspection Brief Description of the Service: Gwenlyn House is a Care Home for Younger Adults and is registered to accommodate 3 persons of either sex, whom have mental health problems. The home is situated in the North Shore area of Blackpool, within easy reach of local amenities. The residents each have a single bedroom and there are sufficient bathing and toilet facilities to meet their needs. The communal areas comprise of a large lounge and dining room in which residents can undertake the daily activities of their choice. The home does not have any special equipment or aids as the residents are independent and require no assistance. This was an unannounced inspection that commenced at 9.30 am and took place over 1 hour. The Inspector spoke to the homeowner and the three residents. Conversation with the residents was very limited due to the fact that they consider the inspection to be in invasion of their privacy, although the Inspector did feel that in the main they were a little more accepting of the Inspector being in the house. The residents presently accommodated have lived together in the home, which operates as an extended family unit, for over 21years. The home is very much domestic in nature and the residents are encouraged to be as independent as their abilities allow. The residents were admitted long before any assessment process was required and there are no staff employed in the home, therefore some of the standards could not be assessed. None of the residents requires any assistance with their personal care. In the event of any of the existing residents no longer residing in the home, the homeowner has no intention of offering accommodation to any other persons in the future. Arrangements for protecting residents are satisfactory and ensure that they are not placed at risk. EVIDENCE: The residents have been made aware of the complaints procedure, which to date has not been used. Comments made by the residents confirmed that they were confident to speak their mind when needed. Through discussions and observations during the Inspection the evidence found indicated that the every effort was being taken to protect them from abuse, neglect and self-harm. Contact numbers and addresses had been made available to the residents should they need to contact outside agencies for assistance. EVIDENCE: The homeowner is a caring and competent person who has provided the residents with a home and the support that they require for the past 21 years. No staff are employed in the home and therefore the requirement of a management qualification is seen as not appropriate, however the provider was reminded of the need to undertake relevant training to ensure that the needs of the service users continue to be met. Since the last inspection the homeowner has successfully completed a training course on First Aid and was very proud of the certificate that she had been given.
