The inspection was carried out to monitor the progress being made to meet the homes action plan, and requirements still outstanding at the key inspections carried out on September 28th 2008 and February 19th 2009. The inspection focused on the areas of training specifically relating to safeguarding and medication and also the complaints procedure. The Statement of Purpose and service user guide were examined to see if they contained an up to date, localized and easy to Read complaints procedure. This is so people living at the home,or their relatives could bring any matters of concern to an outside agency, if they were not satisfied with the homes response to their complaint. The complaints procedure was updated in the service user guide and Statement of Purpose but if people had reading difficulties and could not understand the written word, they would find it difficult to understand as it was in a written format. The Trust has a comprehensive complaints procedure but it does not include reference to the Care Quality Commission as required by the Care Homes Regulations 2001. The brochure also states it can be made available in different formats such as large print and Braille. As the home and the provider are specialists in providing care to people with learning disabilities it should be providing accessible information for people who live at the home. The requirement for the complaints procedure to be updated, include reference to CQC as required by the Care Homes Regulations 2001 and to be accessible to people who may have difficulty in reading will remain open until the next inspection so that we can properly check whether it has been met. Staff records and communication with the manager and staff showed that the manager had attended a safeguarding course on 19th March 2009 and two other members of staff has attended safeguarding awareness training on May 12th 2009. Two staff members were unable to attend arranged training due to illness and holidays. The training for these staff members will take place at a later date in November 2009. Communication with the manager outside of the inspection, and conversation with staff members at the time of inspection and written records showed that staff will receive accredited medication training on July 9th 2009. The requirement for all staff to receive accredited medication training will remain open until the next inspection so that we can properly check whether it has been met. Training records also showed that staff had received developmental training to meet residents needs and more training was planned as needs changed. Some staff had received training specific to dementia care, palliative care, mental health and older people. What the care home does well:
