This inspection was carried out on 21st April 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Helene Lodge is registered to provide residential care for up to four younger people with learning disabilities. Helene Lodge is a large family home. It is situated within walking distance from the local shops at Winton and has access to the main bus routes for other parts of the town. All residents have their own bedrooms, which are individually decorated and styled. Two are on the ground floor both having en suite facilities and the other two on the first floor. The communal space is very generous with two lounges one of which is very large and a separate slightly smaller one and a large family style kitchen diner with sufficient seating for everyone. There is a garden and patio area to the rear and at the front a large gravelled area providing ample private parking. The home is furnished to a high standard whilst maintaining a comfortable family feel. The Proprietors, Mr and Mrs Stevenson and two of their family members live at Helena Lodge and share the communal spaces with the other residents. Mr and Mrs Stevenson provide virtually all the care on a twenty four hour basis though have recently linked with a local agency who now provide staff for one day a week which ensures Mr & Mrs Stevenson have a break though they remain Annual Service Review Page 2 of 6 on call throughout the day. The home provides an individualised residential service to each person living at Helene Lodge ensuring maximum care and independence is maintained according to specific abilities and needs. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received and requested since the last key inspection which took place on 24 April 2007. This included: The annual quality assurance assessment (AQAA) sent out by us, was completed and returned to CQC in a timely manner. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys completed by people living at the home and other interested parties. Regulation 37 notifications informing us of significant events in the home have been received throughout the year. We reviewed the previous key inspection report. We took account of what other people have told us about the service and any relevant information received from other organisations was considered. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and detailed and gave us all the information we asked for. Surveys were completed and returned to us from all service users living at the home. Everyone said they had received sufficient information about the home before making a decision to move in. Everyone said they always receive the care and support they and that staff are always available to listen and act on what is said. From the surveys received it appears that everyone living at the home is very happy. One person said they were very comfortable. The home has an accessible complaints policy and procedure. Everyone living at the home says they know who to talk to if they have a concern, complaint or worry. No complaints have been received during the year. Staff who completed and returned surveys to us tell us that Helene Lodge communicates well with both service users and staff providing a brilliant support system. Residents choose what they do during the day, evening and weekend, with support from the staff team. Professionals who completed and returned surveys to us told us that the home seeks advice when needed and responds appropriately to concerns about residents care. Professionals say that the home provides an excellent, home like service. The home provides an individualised service, focusing on individual needs and aspirations. The AQAA tells us that the service continuously evaluates all aspects of its care and environment making changes and improvements to practice, documentation and the physical environment as required. The home benefits from the experience and stability of management and care provided by Mr. and Mrs. Stevenson, supported by a staff team employed by a local agency. Helene Lodge continues to provide a high standard of care and there is no evidence to indicate that outcomes for people who use the service have changed since the last Annual Service Review Page 4 of 6 inspection of the service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 24 April, 2010. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
