The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

There is a welcoming, calm and friendly atmosphere within the home. The residents feel it is home from home. There is a good management structure in place and the staff are dedicated in providing a good service to the residents in their care. The staff numbers are generous in numbers to be able to provide a good quality of care Staff meetings and handovers are held regularly and staff state they are able to make a valid contribution to them. Food provided at the home is extremely well managed with a wide variety of choices being offered and well cooked.

What has improved since the last inspection?

Further decoration has been carried out since the last inspection. The medication requirement has been met and no further errors were noted at this inspection. New staff have been employed and all the required information was sought prior to them starting.

The fees for the service range from £480.00- £520 per week (these were correct as of 21st February 2007). Residential accommodation is offered on the ground and first floors and these are connected by a passenger lift. On the ground floor there are two lounges, a conservatory and a dining room. Provision has been made to enable wheelchair users to have full access to the home and gardens. The rear garden has been attractively planted and offers a patio area. It also provides pleasant outlooks from the home. The home is located close to a bus stop and Bushey railway station is about six minutes walk away. There are a variety of shops in Oxhey Village. A superstore and Watford town centre with its vast range of amenities are about fifteen minutes from the home. This report has been written following a visit to the service and from information that has been gained from previous inspections or has been know to the Commission For Social Care Inspection. The majority of the time was spent observing and talking with residents and staff. Care records were also examined these provided staff with basic details of how to meet the residents needs. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 3 Standard 6 is not applicable to Hillside Rest Home. Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Assessments are carried out on all residents prior to a place being offered or taken up. EVIDENCE: A comprehensive Statement of Purpose and Service User Guide is available to all prospective residents and their representatives. Pre- admission assessments are carried out prior to admission and this forms the basis of the care plan. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9, & 10 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Quality of information recorded is adequate. Residents receive a good quality of care and are supported by knowledgeable and experienced staff. EVIDENCE: The manager and her team continue to work extremely hard to ensure that the care plans detail how they would like their needs to be met. Support from other professionals such district nurses etc. is sought as necessary. Residents were very complimentary about the care they received from the staff. Staff were very knowledgeable about the needs of the residents. Residents take pride in their appearance and are supported as necessary by the staff who encourage independence were possible. Medication was examined and is maintained in good order no errors were noted and bottles were dated on opening. The requirement that had been made at the last two inspections has been met. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14 & 15 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Contact with family and friends are maintained. Autonomy and choice is promoted within the home. EVIDENCE: Residents were engaged in a game of bingo during the inspection and it was very much being enjoyed by those taking part, residents were given the choice of taking part or not. Visitors are able to visit at any reasonable time. The residents are able to choose where they would like to sit to eat their lunch as due to the size of the dining room not all can sit together. The residents do seem to be worried and some choose to eat in their rooms, lounge or conservatory. Staffing levels are able to facilitate those residents who require additional support at mealtimes. The menus showed that there is a wide variety of choice and residents stated they were very happy with the food provided and alternatives were offered to those who requested something different. The inspector sampled the meal of the day and this was well presented and extremely tasty. Hot & cold drinks and snacks are available throughout the day. The dining table was nicely decorated with tablecloth and matching napkins. Procedures are in place to ensure the protection of the residents and ensure that any concerns are dealt with appropriately. EVIDENCE: The manager is available to families during the week and weekends. She speaks with many families and friends when they are visiting the home. This enables any concerns to be dealt with to ensure they don’t become a major issue for both residents and families. Residents feel that they are able to go to any member of staff if they had any issues of concerns or they were unhappy about any aspect of their care. Staff have received training in safeguarding adults. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 19 & 26 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home is clean and well maintained. Regular checks are carried out on services and equipment. EVIDENCE: A tour of the building showed that it was well maintained, clean and free from any odours. The owners ensure that the décor is renewed before it becomes too shabby. The laundry service for the residents is well managed and the residents all looked well kempt on the day of the inspection. Policies and procedures are in place to prevent the spread of infection. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. This judgement has been made using available evidence including a visit to this service. Procedures are in place to ensure that residents are protected at all times. The numbers and deployment of staff meet the needs of the residents very well. EVIDENCE: The home is well staffed to meet the needs of the residents. There is core number of staff that have worked in the home for a number of years. Discussions with staff showed there was a good working relationship between each other and the management, which has led to an extremely happy atmosphere in the home. Staff files were examined and showed that all the relevant checks had been carried out prior to them commencing employment. Training of formal and informal basis takes place regularly. Residents were very complimentary about the care they received from the staff and said “they couldn’t be more helpful if they tried”. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35 & 38 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. There is a good management structure in place. The health welfare and safety of residents, staff and visitors to the home is protected at all times. EVIDENCE: The manager continues to ensure that staff receive appropriate training and also ensure she updates her skills and competency. All statutory records were available for inspection and were well maintained. Policies are in place covering health, safety and welfare of all residents, staff and visitors. The manager ensure that the Commission For Social Care Inspection is informed under regulation 37 any events that effect the well being of a resident. Fire records were well maintained and drills were carried out at regular intervals. There has been no serious accidents or incidents to residents since the last inspection.
