Conditions of registration: Date of last inspection 4th July 2005 Brief Description of the Service: Since it was first registered in 1983, Hillside Rest Home has been extensively upgraded and refurbished and several extensions have been added. Residential accommodation is offered on the ground and first floors and these are connected by a passenger lift. On the ground floor there are two lounges, a conservatory and a dining room. Provision has been made to enable wheelchair users to have full access to the home and gardens. The rear garden has been attractively planted and offers a patio area. It also provides pleasant outlooks from the home. The home is located close to a bus stop and Bushey railway station is about six minutes walk away. There are a variety of shops in Oxhey Village. A superstore and Watford town centre with its vast range of amenities are about fifteen minutes from the home. Hillside Rest Home DS0000019429.V282375.R01.S.doc Version 5.1 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. One Inspector conducted this unannounced inspection on February 7th 2006 between 11.00am and 2.15pm. The inspection focused upon reviewing progress since the previous visit and requirements made. In light of this some standards have not been inspected on this occasion. Hillside Rest Home has a homely relaxed atmosphere. The mornings are spent engaging in activities and the television remains switched off until after lunch at the request of service users. Service users enjoy meals that are prepared to a high standard with a selection of choices available. What the service does well: What has improved since the last inspection? The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9,10 Service users’ needs are identified in comprehensive care plans. An accurate medication recording system is not in place. EVIDENCE: The manager and staff team have worked hard to ensure that care plans identify service users’ needs and how they are met or managed. Funeral wishes were recorded. All information is kept in individual files so that staff can understand all aspects of care requirements. The home liaises with appropriate professionals e.g. district nurse when required. Service users who have recently moved in had comprehensive information recorded. Photographs will be available once the film is developed. A requirement has again been made regarding medication. Although improvements have been made records did not reflect amounts given. This had occurred in both ‘regular’ and controlled medication systems. It was not possible to track that the amount of medication that had been given as the amount did not reflect the total that should have been left. Service users’ dignity is obviously observed in the way service users are dressed and groomed. Staff encourage service users to take a pride in their appearance and assist in maintaining hairstyles to a high standard.

Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,14,15 Service users are able to exercise control and choice regarding activities, meals, and other aspects of their lives. EVIDENCE: The staff engage service users in activities most mornings and they are provided with a choice. Newspapers are delivered to the home and other items such as toiletries are purchased where required. Visitors are able to visit at convenient times throughout the day. Talking newspapers covering local publications are available and the manager is expanding this to national newspapers. Service users commented on how tasty the food was and confirmed that alternatives were available. The size of the dining room compromises everyone from eating together but those who wish to dine together do so. The other service users eat in their rooms, in the lounge or conservatory. Some residents are requiring more assistance and staff levels are able to facilitate and provide individual support. Nutritional needs are well met and staff encouragement has reaped rewards with service users’ health improving. Lunch was observed to be of a high standard. Hot and cold drinks and snacks are available throughout the day and night on request. Each table had a cruet set. The main table is beautifully decorated with napkins and table decorations. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19,20,25,26 EVIDENCE: The home has been redecorated with the exception of five bedrooms. The owners ensure that the home is well maintained and renew the décor before it becomes shabby. During the inspection the electricity supply was interrupted to enable some routine maintenance work to take place. The home had received advance notice and was able to plan for the event. The home manages the continence needs of service users exceptionally well. This is due to the high levels of staff able to meet service users’ needs as they arise. The home is clean and odour free. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27,28,29,30 Staff numbers and training met the needs of service users. EVIDENCE: The home is generously staffed and there is a high staff to service user ratio over each shift. A core staff team have worked in the home for some time. A small number of staff are recruited from Denmark and they remain in the home for six months. All necessary recruitment checks are conducted and personnel files reflected this. Regular training of a formal and informal nature takes place. Recruitment records reflected that all appropriate checks are conducted prior to staff commencing employment.
