What the care home does well

Hollyacre Bungalow has 10 residents who are highly dependent, some having physical disabilities as well as learning disabilities. Some but not all residents are able to engage in conversation or enjoy a wide range of chosen activities. That being said the home works hard to interpret the needs of residents and put these first. It tries to support the individuality and personality of residents, and staff use their good understanding of residents to help make everyday decisions on behalf of residents. Management and staff believe they work well together to provide good care for all residents and they see this as their priority and their main achievement.

The home does not provide nursing care, but can look after up to 5 residents who have a physical disability as well as a learning disability. The home is located in the village of Sacriston, 3 miles north of Durham City. It is operated by a private company, Moorland Holdings NE Ltd. The accommodation is on 2 floors in a large bungalow converted for use as a care home. There is some outside amenity and parking space, and the home has pleasant views across the local countryside. This inspection was unannounced and took place over the late afternoon and early evening. It was assisted by the home’s manager and deputy manager, and two of the home’s care staff, who talked about life at Hollyacre Bungalow. There was an opportunity to look around the home with the manager and deputy manager, and see a typical Hollyacre Bungalow teatime. The inspector observed some of the care practices and spoke briefly with some of the residents. Teatime is a busy and important time for staff and residents and hopefully the inspection process was not too intrusive. Records relating to maintaining the health and safety of residents and staff in the working and living environment were seen. Generally, this was a satisfactory inspection. What the service does well: What has improved since the last inspection? Management and staff thought that the recent and ongoing care and management training has improved the standards of care and management in the home. Management and staff said that they felt more skilled and confident in what they do for residents. There have been some big improvements recently with the personalising of the furniture and décor in residents’ bedrooms. The very pleasant, homely, and individual results achieved were quite noticeable. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 & 30. Residents live in a safe, comfortable and convenient home. Residents’ safety and comfort are protected by good standards of hygiene and cleanliness. EVIDENCE: Management and staff interviewed thought the home safe, comfortable, and convenient for residents. Staff thought they were well trained, well equipped, and well organized to support the safety and comfort of residents. The risk assessments of the building, records of health and safety training, cleaning rotas, and aprons and rubber gloves seen supported this positive view. The inspection of the building and observation of residents using dining and lounge facilities gave a good impression of Hollyacre Bungalow as a safe comfortable and convenient place for people to live. Toilets, bathrooms, bedrooms, kitchen and laundry facilities were seen. These looked clean and well equipped. The residents seen and spoken to, briefly, looked safe and comfortable in their surroundings. Management and staff described how hygiene and cleanliness are maintained and understand the importance of this aspect of their work in protecting residents. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32, 33,34, & 35. Residents benefit from support provided by a well-qualified staff group. Staffing levels allow the care team to work quite effectively on behalf of residents. Residents are protected from unsuitable care staff job applicants by the home’s careful recruitment and selection practices. Staff have a programme of training and development that ensures residents’ needs are understood and met in a way that benefits residents. EVIDENCE: 6 out of the home’s 11 care staff hold the NVQ2 or 3 qualifications in Care. Management and staff thought staffing levels allow the care team to work quite effectively on behalf of residents. 457 hours are provided per week for the care of the home’s 10 residents, which includes 17 and a half hours and 12 and a half hours care duty provided by the registered manager and deputy manager. This standard takes into account times when all residents are at home, times when some residents are absent from the home and receiving day care elsewhere, and times when some residents are at home and receiving day care. Hollyacre Bunglalow DS0000060040.V269544.R01.S.doc Version 5.0 Page 15 Typically on weekdays there are 3 care staff on mornings until mid afternoon and 4 on late afternoons and evenings, with 4 throughout the day on weekends. Night staffing is 1 carer awake and 1 asleep on the premises. The care staff personnel files seen showed that proper criminal record checks, work histories, and references were required and provided by job applicants. The home’s programme and record of staff training and development was seen. This covered the necessary topics to ensure staff can help residents remain safe, comfortable, and as fulfilled as they can be. Management and care staff spoken to thought they worked well together for the good of their residents, and that their knowledge, training, and teamwork, helped this happen. Hollyacre Bungalow has a well-established and well-experienced management team to oversee the running of the home, and this works well for the benefit of staff and residents. The home is interested in what residents, relatives, and staff, think about how care is provided. It gathers information about this from various people to help decide whether their service is satisfactory or needs improving. The home’s management makes organized and formal checks to ensure the building is a safe and comfortable environment for residents to live in. EVIDENCE: Both the registered manager and the deputy manager are part way through their studies for the Registered Managers Award. This has helped them to reflect on and develop their standards of management practices, for the benefit of the home. Recently developed checklists were seen for ensuring that systematic checks are made throughout the home to confirm that the environment remains a safe and comfortable setting to live and work in. STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards. The Registered Provider(s) must comply with the given timescales. No. 1 Standard YA42 Regulation 23(4) Requirement The home has appropriate standards of fire detection and protection equipment. Staff were clear about what action to take in the event of fire, but the conduct and recording of fire safety practice and training must be improved. Timescale for action 23/04/06 RECOMMENDATIONS These recommendations relate to National Minimum Standards and are seen as good practice for the Registered Provider/s to consider carrying out. Information from the quality assurance satisfaction survey document should be used to draw up and publish a general picture of the strengths and weaknesses of the home, from the point of view of residents, relatives, and staff, together with plans for any future improvements.
