They are registered for 21 service users, 6 of which provide care for service users with dementia. The home is a large detached property situated in a residential area and directly opposite an attractive park. The home is close to local shops, bus stops and local amenities. Chatham and Gillingham town centres are approximately one mile away.

All bedrooms have a call bell point. The home has a large garden, which is accessible for all residents. Fees are from 323.00 pounds to 408.00 pounds per week. The reason for this inspection was to confirm compliance the Statutory Requirement Notice issued on 13/02/09 that had a compliance date of 16/03/09 and the Statutory Requirement Notice issued on 13/02/09 that had a compliance date of 12/04/09. The outcomes are as follows: You were required by 16 March 2009 to: (i) Write and produce a service users guide that provides all of the correct and up to date information that is required by regulation. (ii) Ensure that every service user and prospective service user is provided with a copy of the new service user guide. (iii) Send a copy of the service user guide to the Commission. Although the service users guide was sent to the Commission it still did not fully comply with regulations. Therefore the Commission concludes that this element of the Statutory Requirement Notice has not been complied with. You were required by 16 March 2009 to: (i) Develop and implement a quality assurance/monitoring system, which complies with the regulations. (ii) The quality assurance/monitoring system must include projected dates throughout the year when identified key stages of the quality monitoring will take place. (iii) To submit to the Commission a copy of the quality assurance plan. (iv) Accurate, clear and dated records of each stage of the quality monitoring process must be kept. i) There was no evidence that any further work had been undertaken on quality assurance. The question airs seen were dated December 08 and were seen at the previous inspection. There was no evidence that any questionnaires had been sent to families or any other stakeholder as required by regulation. ii) There was no evidence that there was any system in place that included projected dates throughout the year when identified key stages of the quality monitoring would take place. iii) A quality assurance plan was not submitted to the Commission. iv) There was no evidence that as a result of consultation a quality assurance plan had
Care Homes for Older People Page 4 of 12 been developed. Therefore the Commission concludes that this element of the Statutory Requirement Notice has not been complied with. You were required by 12 April 2009 to: (i) Have a system in place that ensures that all staff are recruited following a thorough recruitment procedure. (ii) Have full and detailed recruitment records for every member of staff employed to work for the registered service, in accordance with the Regulations. These records must be kept at the registered service and be made available for inspection. (iii) Ensure that all staff employed do not start to work for the registered service before you have received a satisfactory POVA first check. (iv) Have a system in place that staff that are working at the registered service with a POVA check but before the receipt of the CRB check, are appointed a supervisor who works with this member of staff at all times, until such time as a satisfactory CRB is received. Records of these arrangements, including names and dates, must be kept and the appointed supervisor must be fully aware of their role and responsibilities. i) and ii) We found that although you had completed some work in meeting the statutory notice you still had staff that did not have the full information required by regulation and therefore did not have a suitable system in place. We still found staff without the necessary paperwork in places including work permits. A person working without a legal passport was still working in the home even after you were advised of the problem at the last inspection. iii) and iv) CRB checks were now in place and new staff were working with only POVA first checks under supervision. Therefore the Commission concludes that this element of the Statutory Requirement Notice has not been fully complied with. The overall outcome of this inspection was that the Statutory Requirement Notices have not been met and further action will now be considered by the Commission. The owner has been asked to resined as the registered manager and appoint a person with the relevant qualifications and experience. The registered provider must also ensure he fully reads, understands and complies with

All staff must undertake mandatory training on Moving and Handling, First Aid, Fire Awareness Training and Safe Guarding Vulnerable Adults. It is recognised that the owner has only been at Jeanette Lodge for five months and is waiting for a suitable length of time so the judgements can be made on the change
