Service users over the age of 40 Date of last inspection 8th April 2005 Brief Description of the Service: Little Eastbrook Farm is a rural care home set in the countryside below the Blackdown hills. The care home offers accommodation and 24 hour care to 2 service users with Learning Disabilities. The service users share facilities with the owners, the male owners sister. There is a large garden area that is easily accessible for service users. A terraced area of the garden is accessible via handrails and steps. The home has a large 7-seater vehicle for taking service users on outings to the shops and seaside. If required holidays with the family can be arranged. This is an overview of what the inspector found during the inspection. This unannounced inspection took place in the morning. Mrs Gold was out at the time and Mr Gold helped the inspector. The inspector was told that everyone was recovering from influenza. The inspector met with both the residents and talked to them about what they had been doing. One residents showed the inspector all the knitting she had been doing. Residents live as part of the family and there was a relaxed atmosphere with the home. The home needs to consult with residents and their relatives as well as other people about the quality of the service provided. A report needs to be completed in relation to the outcomes. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13 & 14 Residents benefit from good links with family, friends and the local community. Opportunitys are available for residents to make personal choices which enrich their lives. EVIDENCE: Residents said that they had recently been to a musical by coach and that they have been to an ice show. Mr Gold explained that they go on outings with local community groups when possible. They also go out into Tiverton and have a coffee etc. Residents relatives and friends are able to visit them when they wish. Currently the home manages the two residents finances. The inspector was informed that residents were able to bring there personal possessions with them when they came into the home. Residents were seen to have their own possessions in their bedrooms. JUDGEMENT – we looked at outcomes for the following standard(s): 23 Residents benefit from well decorated bedrooms which they have been able to personalise. EVIDENCE: Residents bedrooms were seen and it is evident that they have been able to personalise them to meet their own needs. They are pleasantly decorated clean and tidy. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 28 & 29 Residents are protected by the appropriate checks completed on adults who interact with them. EVIDENCE: The home does not directly employ any staff. Mrs Gold has completed NVQ level 2. A self-employed person comes into the home to take residents out and someone stays at the home when Mr & Mrs Gold are on holiday. CRB (Criminal Record Bureau) checks were seen for these two people, also for Mrs Gold’s daughter and husband who also help out. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,33 & 35 Residents benefit from living within a family situation but this needs to be supported by professional training. There is no system to in place to review the quality of care provided which is resident and relative involved. Good systems are in place to ensure that residents finances are safeguarded. EVIDENCE: The home is run by Mr & Mrs Gold they do not employ any staff. As no staff are employed Mrs Gold does not need to undertake the Registered Managers Award. Mrs Gold has not yet started NVQ level 4 but has many years experience of running the home. An action plan needs to produced as a result of this exercise. Mr Gold was unsure as to whether this had been done. Residents financial records are maintained and these were checked against the finance held and seen to be correct. It was noted that residents finances are stored securely.
