The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Residents benefit from living in a clean, tidy and well-maintained environment. The owners are experienced and competent to run the home and some staff have over 20 years service. Residents are assessed prior to admission to ensure the home is able to meet their needs. Visitors are made welcome at any reasonable time and residents are supported in maintaining contact with family and friends. Residents spoke highly of the choice, quality and quantity of the food provided. The home has a mini-bus for outside excursions that residents` can make use of. There is ample personal and communal space for residents to make use of.

What has improved since the last inspection?

Despite the home being in an area where recruitment of staff is difficult the owners have managed to provide a service that residents speak well of and standards are maintained. The dining area has had a new carpet recently fitted and decoration and maintenance is ongoing.

What the care home could do better:

Although individual care plans reflect the requirements of residents they would benefit from a general tidy up. Updating of staff training needs to take place and following discussions with the owners this will be addressed. Recruitment of staff should continue to release the manager for administration tasks.

It is owned by Shelia and Colin Wallis. The home is located in a quiet residential area of Tunbridge Wells near to local shops. There is a nearby bus service into the centre of Tunbridge Wells; the town contains a large shopping centre and local facilities. The main line railway station is near the town centre. Accommodation at the home is on three levels with access to upper floors via stair lifts, there are ten single and three double rooms, one double room is used as a single. Communal areas consist of a lounge, dining room and conservatory. Three of the single rooms are equipped with en suite facilities. There is a staff call system and each room has a television point. A small garden and patio to the rear of the building with a lawned area are available for residents to use. The home provides care staff, working a roster, which gives 24-hour cover. Staff are also employed for catering and domestic duties. Current fees for the home range from £311.20 to £350.00 per week. Additional costs include hairdressing, toiletries, chiropody, a television licence if under seventy-five and newspapers and magazines. This unannounced inspection was conducted over a period of 5 hours. The visit include a tour of the building, speaking with the owners,4 staff members and several residents. A variety of records and documents were examined. The AQQA sent out by the CSCI was not completed due to the wrong category being sent out. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. This judgement has been made using available evidence including a visit to this service. Prospective residents are provided with sufficient information to be able to make an informed decision as to whether a permanent placement will meet their needs. A full assessment of need is conducted prior to admission to ensure the home is able to met expectations. EVIDENCE: The home has a Service users guide and a Statement of purpose in place that includes a residents’ charter. The home has a trial period for residents prior to a permanent placement to ensure the home suits the needs of all parties. On deciding on a permanent placement residents are provided with a written contract detailing terms and conditions. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9,10 Quality in this outcome area is adequate. This judgement has been made using available evidence including a visit to this service. Comprehensive information is documented in individual care plans and workers demonstrate a clear understanding of individual needs. Residents are protected by the homes policies and procedures for dealing with medication. EVIDENCE: Care plans viewed are in the process of being updated as recommended in the previous report. Care plans are comprehensive in the information they hold but a little disorganised. There is still work to do but this is a work in progress to make them more structured and user friendly. Residents spoken with were happy with their care and staff members demonstrated a good understanding of their individual needs. Residents are treated with respect and their right to confidentiality is upheld. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12,13,14,15 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents’ social, spiritual, and recreational needs are met. Residents enjoy a varied, balanced and nutritional diet according to their choosing. EVIDENCE: Residents spoken with stated that routines in the home are flexible and were observed freely moving about the house. Residents spoken with were varied in their preferences, some preferring to read, listen to music or watch television in their rooms, others prefer the social aspect of meeting others in the lounge or conservatory. There is the opportunity of joining in quizzes and games and trips out in the home’s mini bus. The home has a well-equipped kitchen and the cook is familiar with individual likes and dislikes. Residents’ spoken with stated that meals are of good quality and quantity. The daily menu is displayed in the dining room and a diary is kept to record residents’ meals and choices. Complaints are listened to and appropriate action taken to resolve issues. Residents are protected from abuse. EVIDENCE: The home has a complaints policy and procedure in place although no complaints have been received since the last inspection. Residents spoken with are comfortable with raising any concerns with staff and management. All members of staff have received training around adult protection and are familiar with reporting procedures. This judgement has been made using available evidence including a visit to this service. Residents live in a well-maintained environment with adequate personal and communal space to meet their needs. There are sufficient lavatories and washing facilities to meet the needs of residents and the home is clean and hygienic. EVIDENCE: A tour of the building was conducted and a number of bedrooms viewed with permission of individuals. Bedrooms vary in size but all meet the needs of Molyneux Park Rest Home DS0000023987.V337368.R01.S.doc Version 5.2 Page 16 individuals. All bedrooms reflect the interests and lifestyles of individual users with personal furniture and possessions. Some bedrooms are en-suite and there are ample bathrooms and toilets throughout the building. The home is well decorated and maintained and a new carpet has been fitted in the dining area. There are stair lifts to all floors of the home that are regularly serviced. Residents spoken with state that staff assist them to use the stair lifts when necessary. The home has been awarded a Silver Good Hygiene Award from the local council for the last two years. The home is clean and tidy with no offensive odours. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 27,28,29,30 Quality in this outcome area is adequate. This judgement has been made using available evidence including a visit to this service. The care of residents may be compromised because some staff training is in need of updating though actions are in place to address this. There are sufficient numbers and skill mix of staff to meet residents’ needs. Robust recruitment procedures protect residents from abuse. EVIDENCE: There were sufficient staff on duty to meet residents’ care needs on the day of this visit. The home has domestic staff and a cook in addition to care staff on duty. The registered provider is on site daily. Some of the care staff have been at this home in excess of 20 years and are very committed to their roles and knowledgeable about residents’ needs. Residents speak very highly of the care provided to them and how approachable staff and management are. There have recently been difficulties in accessing external training to keep staff current in their knowledge and skills. The manager is going to acquire training aids that can be delivered in house and reinforced with competence based tests to ensure the understanding of delegates. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected. This judgement has been made using available evidence including a visit to this service. The home is run by an experienced and competent manager in the best interests of residents. The health, safety and welfare of residents and staff are promoted and protected. EVIDENCE: Molyneux Park Rest Home DS0000023987.V337368.R01.S.doc Version 5.2 Page 20 The owners have many years of experience of running a care home and are in the home on a daily basis. The home is run in the best interests of residents and observations demonstrated a mutual respect between staff and residents. The manager is currently reviewing policies and procedures and there is evidence of this process taking place. Health and safety records and checks are completed and recorded. Residents all manage their own finances or receive support from relatives, solicitors or representatives. Lockable facilities are provided. As the home is run as a family unit the supervision of staff and feedback from residents’ is on a less formal basis. A discussion with the home’s manager ensued and it was agreed to adopt a more formal structure to record and analyse findings.
