Conditions of registration: Date of last inspection 8th September 2005 Brief Description of the Service: Oakland’s is a large detached, purpose built home on two floors, providing residential accommodation for up to 55 elderly residents. The home is situated in the middle of a modern housing estate. A large attractive garden is located at the rear of the property. There is a rooftop patio on the first floor of the home. Access to facilities in the area can be made by private or public transport. Parking is available to the front of the home. Oaklands DS0000018110.V264663.R01.S.doc Version 5.0 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. The Inspection took 6 hrs and Deputy Manager was present through out. The Registered Manager Sallyanne Green had been managing another service, as well as overlooking Oakland’s and was presently on annual leave when this inspection was carried out. The deputy manager had taken on some of the management duties and responsibilities in her absence. Manager was due back from leave on 13th February 2006 and would resume her role as manager at Oakland’s. What the service does well: What has improved since the last inspection? Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 & 13 That Oakland’s provides a friendly environment in which service users can maintain and receive visitors. EVIDENCE: A number of relatives and visitors were seen during this Inspection. Observation showed that visitors in general felt welcome, comfortable and at ease. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 26 The environment is well maintained and generally odour free. EVIDENCE: During the Inspection a tour of the premises was conducted. The Carpets to the entrance and ground floor Hallways had just recently been washed giving them a pleasant smell and clean look. Individual residents bedrooms and ensuite facilities were clean, tidy and were odour free. In general the environment appeared well maintained and cared for. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27 Staff Numbers were not sufficient to meet resident need during day or the previous night shift. The staff Rota did not reflect what was actually worked. EVIDENCE: There were three staff on the morning duty of the 10.02.06; this included the deputy manager who had also been the management cover for that day. Upon sampling the staffing Rota it was apparent that 4 night staff was the normal level of support required, on the night of 09.02.06 there were 3 night staff on duty. The staffing rota included as part of the shift, one member of staff on suspension, one member of staff off sick and a one member of staff on annual leave. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. Yes STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards. The Registered Provider(s) must comply with the given timescales. No. 1 Standard OP12 Regulation 18 (1) (a) Requirement The registered person must ensure that individual residents choice is upheld and catered for, this is in relation to a resident having a missed bath due to lack sufficient staffing levels needed. The registered person must ensure that accurate records are kept of the staff rota and that this rota reflects a true account of what was worked by what staff. The registered person must ensure that staffing numbers are maintained and that they meet residents assessed needs and are appropriate for the Health and Welfare of residents and staff. The registered person must ensure that the health and welfare of residents are promoted. This is in reference to staff working excessive hours and the Working time directive. Resident’s individual bedrooms must have a suitable lock fitted.
