Conditions of registration: 1. To provide a service for adults aged 18-65 years of age with Learning disabilities. Date of last inspection Brief Description of the Service: This is a home registered for 8 people with learning disabilities. It consists of two neighbouring bungalows which were recently purpose built in a residential estate in Parkfields which is to the south of Wolverhampton City centre. Jaffray Care is the organisation that provides the care at this home. Each bungalow is designed to accommodate four people and are managed by Lian Hargreaves with each of her two deputy managers having particular responsibility for one of the buildings. This is an overview of what the inspector found during the inspection. This inspection was unannounced and took place over two and a half hours during the morning. Information was gained from documentation made available by the home, by discussions with the managers, the staff and those service users who had not gone out, as well as by reading documents kept within the home and by looking around the building. JUDGEMENT – we looked at outcomes for the following standard(s): 2 The home has a comprehensive pre-admission assessment process. EVIDENCE: Assessments were seen to have been carried out on the residents when they first came to the home and these were seen to have covered the areas that are necessary to create a comprehensive plan of care for the individuals concerned. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 and 7 The home has a person centred planning approach to the delivery of care to the residents. However, there have been some delays in fully developing these which needs to be addressed as a matter of urgency. EVIDENCE: The home develops care plans within the Person Centred Planning approach that they have adopted. These were, in the main, seen to be adequate but on the day of the inspection the documents relating to one of the residents was not available and so could not be evaluated. In the plans seen there were instructions on how to help the individual concerned make decisions in a variety of circumstances and it was clear from talking with one of the residents that this does happen. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18, 19 and 20 The service users receive personal and medical support in a timely and appropriate manner. EVIDENCE: The records of the person centred planning seen during this visit outlined the ways in which assistance should be given to the individual in terms of both personal and medical support. Medication was seen to be stored, recorded and managed in such a way that the right person would get the right medication at the right time and in a safe manner. JUDGEMENT – we looked at outcomes for the following standard(s): 31 and 34 There are appropriate numbers of appropriately recruited staff available to meet the needs of the service users. EVIDENCE: Checking the staff rotas and talking with the staff on duty at the time of the visit confirmed the number of staff on duty and available to the service users. The records held at the home contained evidence of all of the required background checks being carried out on staff before they were allowed to start working with the service users. None of the personnel files contained photographs of the individuals concerned as required by law. JUDGEMENT – we looked at outcomes for the following standard(s): 42 The home can not show that the water temperatures are safe for the service users to bathe in. EVIDENCE: The standards in this section were not fully assessed on this occasion. It was, however, noted that there were no records available to show that bathwater temperatures are checked on a regular basis to ensure that they do not exceed 43°c at the taps and thereby reducing the risk of a service user scalding themselves.
