Date of last inspection Brief description of the care home Queens Court opened in December 2007 (and was officially opened by the Queen in February 2008), and is managed by Central and Cecil Housing Trust. It is purpose built and registered to take up to 62 older residents. The home is on three floors which are all self contained with their own dining and lounge areas, and bathing facilities. All rooms are single with en-suite facilities. This unannounced Random Inspection visit was made to Queens Court to check compliance with Requirements made at the previous inspection, and this visit lasted for three hours. The inspection was carried out by Mrs. Helen Dickens, Regulatory Inspector, and Mrs. Rosemarie James, Local Area Manager for Windsor and Maidenhead. The Registered Manager, Ms. Roseanne Ince, represented the establishment. We looked at evidence relating to care plans, staff training, and quality assurance processes, as these had been noted as shortfalls at the previous inspection in March 2009. A Statutory Requirement Notice was subsequently issued to the providers of the service in relation to their care planning arrangements. During this visit in June 2009 two care plans were sampled. One was for a new resident, and the other for someone who had been living at the home during the last inspection, but whose care plan had demonstrated a number of shortfalls. Care planning arrangements have been reviewed since the last inspection. Staff have all had refresher training on using the software systems that are used for care planning. Staff have also had new guidance on the information and level of detail needed in care plans. A system for ensuring all residents have a care plan reflecting their needs and preferences has been started, and the two care plans sampled had an improved level of detail on care needs and how these needs would be met. The home has also put in place a system to ensure that care planning records are reviewed regularly and are properly dated and signed. The new training matrix was examined and showed clearly which staff had completed which training courses. Four training records were followed up. The first, for a new member of staff who had been at the home for a matter of weeks, showed that they had already done six of the nine mandatory training courses. The second file, for a trained nurse, showed they had completed all their mandatory training courses, plus some additional training. The third and fourth records were for agency workers. Whilst their records showed the full list of mandatory training courses, they did not have dates when the training courses had been completed. It also appeared that their membership of the professional register of nurses had expired and the manager was asked to follow this up as a matter of urgency, and confirm to the Commission when this had been done. What the care home does well:
There has been a great deal of work done to improve care plans since the last inspection. Those sampled contained much more detail on residents needs and preferences and there was evidence that a system was in place to ensure regular review, and that all records are signed and dated. The training matrix, reflecting at a glance which training courses staff have completed, is now finished and the manager should be congratulated both for the work involved in

The home has improved the quality assurance processes including regular planned audits, and follow up actions where shortfalls are identified.
