The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home prepares clear and comprehensive care plans, which assists staff in providing consistent and appropriate care. Residents and their families are supported at times of bereavement. The food is varied, nutritious and well presented. Staff are well trained and well supported. The home provides a safe, clean environment.

What has improved since the last inspection?

Staff are regularly reviewing and referring to care plans which has assisted them in providing appropriate and consistent care. Consistency of care and communication between staff and residents has improved as policies and procedures have been reviewed and there is a better system of supervision. Staff training has improved which makes the home a safer to live.

What the care home could do better:

Improve staff supervision by a keeping regular recorded programme of meetings.

Age range is 65 years and over Date of last inspection 4th October 2005 Brief Description of the Service: Redlynch is registered to provide accommodation and personal care to up to thirteen people. The fees range from £295 - £450 per week. Mrs Hambelton, the Registered Owner along with her brother, Mr Miles, is also the Manager of the Home. The home is a detached house with single bedrooms on the ground and first floor. All bedrooms are fitted with call-bells and locks (other than one which leads to a fire exit), five of the bedrooms have en-suite facilities and there are assisted bathrooms on both floors. Communal areas of the Home include a lounge and a separate dining room. Redlynch provides a good sized, and well maintained patio and attractive garden area for residents to use. The Home is located on the outskirts of the small sized town of Hythe with good access to shops, public transport and other public amenities, some of which are within walking distance. This unannounced inspection took place on 20th June 2006 between 10.00 and 4.30. There were 11 people living at the home. The inspector spoke to 4 residents, 2 resident’s relatives and 4 members of staff. The residents are generally independent and able to make their views known. Their comments included “ I would recommend this home to anyone”, “the food is excellent” and “I cannot speak highly enough of the staff”. The inspection process consisted of information collected before and during the visit to the home, and relatives’ feedback after the site visit finished. Other information seen included incident report forms, assessment and care plans, medication records, duty rota and staff employment and induction paperwork. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3&6 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Prospective residents know what services can be offered and can be confident that their needs can be met. EVIDENCE: The file of one resident admitted since the last inspection included a clear and comprehensive pre-admission assessment carried out by the home with supporting information from care managers. There is now a checklist of all the issues which staff should cover with new residence and this includes an agreement with terms and conditions of residence. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 - 11 Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. Residents’ care plans are reviewed and their health care needs are met. Residents are protected by the home’s policies and procedures for dealing with their medication. Residents are able to make choices and are treated with respect. There is support for residents and their families at times of bereavement. EVIDENCE: All files inspected included assessments and risk assessments on all various aspects of daily living including where appropriate, mobility, nutrition, behavioural, emotional and sexual needs, together with clear guidelines on how best to assist residents. Care plans have been reviewed recently. Four of the residents and two resident’s relatives said that assistance with personal care is provided in a sensitive manner. Medication administration records and the storage of medication were seen to be in order. All files inspected included assessments and risk assessments on all various aspects of daily living including where appropriate, mobility, and nutritional needs, together with clear guidelines on how best to assist residents. Care plans have been reviewed recently. The owner and staff said that special attention is paid to spending time with residents at the end of their lives and assisting families in coping with bereavement and loss. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 - 15 Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. Daily life meets the residents’ lifestyle preferences and expectations. Residents have regular contact with their families and friends Residents receive a nourishing and balanced diet. EVIDENCE: All four residents and the residents’ relatives who were interviewed said that the residents are frequently asked whether they need anything and that they are encouraged to make choices about activities, rising, going to bed etc. Although residents have access to a activities such as cooking, arts and crafts, visiting entertainers and occasionally being taken out on an individual basis, two residents said that most of the people in the home were not the type to join in group activities. This was confirmed by the resident’s relatives. One resident said that her son had been invited for Christmas day lunch and 2 other relative said that visitors are always made welcome and offered refreshments or lunch. The food served on the day of the inspection appeared appetising and nutritious and the staff made sure that residents were asked again for their preference. Residents and their relatives said that the food is of a very high standard and that tastes, choices and dietary needs are well catered for, with a varied selection of food and drinks available during the day and evening. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 & 18 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents can be confident complaints will be listened to and dealt with appropriately and they will be protected from abuse. EVIDENCE: A service user guide is issued to each resident and includes the home’s complaints procedure. Four residents and two residents’ relatives confirmed that they would feel comfortable in mentioning any complaints to the managers or staff and confident that any concerns would be resolved. One visiting professional said that she would feel able to speak to the managers about any concerns or care issues. The registered person referred to procedures and ongoing training in adult protection and was aware of the importance of consulting with local authority care managers and adult protection co-ordinators. Staff were aware of whistle blowing procedures. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 22, 24 & 26 Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. Residents live in a safe, clean environment. The bedrooms, communal areas and garden provide an attractive environment. EVIDENCE: The home is generally maintained and decorated to a good standard and the bedrooms are homely and comfortable. All areas were clean and hygienic. There is some exterior paintwork requiring attention but this does not affect the residents. There are no outstanding health and safety issues. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27 - 30 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Staffing numbers are adequate to meet the daily needs of the residents. Residents are protected and supported by the home’s recruitment and induction training procedures. Residents benefit from an adequately trained staff team EVIDENCE: The staffing levels at the time of the inspection appeared adequate to meet residents’ needs and the low turnover of staff has had a beneficial effect on staff competency and consistency. One established member of staff said that she has received on-going training and the newest member of staff said that she had received induction training. The staff files included application forms, references, CRB checks, and evidence of identity and permission to work in this country. Although most of the staff have NVQ3, the staff would benefit from on-going training. Whilst staff referred to the high level of support from the registered person, and the excellent working atmosphere, there has been a lack of formal recorded supervision. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35, 36, 38 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The current management arrangements ensure that the home is being run in a way that benefits residents and staff. The record keeping, and health and safety systems are generally sufficient to safeguard residents’ welfare, rights and best interests. EVIDENCE: Although the registered person has not yet completed her RMA/NVQ4 she showed a good level of competency and has made a great effort to improve many of the management systems. Quality assurance questionnaires were issued to residents and or their families. Staff referred to regular handover periods and said that the registered person is also available to discuss any issues either on a daily basis or through regular informal supervision. The records showed that fire alarm systems are tested regularly and all maintenance certificates were up to date.
