This inspection was carried out on 12th July 2005.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

The manager and staff work hard to create a relaxed and homely atmosphere. Service users` comments included, " It`s a canny place to live", " Comfort and good care", " No negatives". A family member spoken to said " No where is a 100% but this is pretty near", " Any little niggles about the care of my relative are sorted out straight away by the manager or staff ". The company has recently invested money in the home. The home is well maintained and furnishings are comfortable and homely in style. Comments received during the inspection from service users and a relative were complimentary about the improved standards. All records examined for the protection of service users during the inspection were up to date.

What has improved since the last inspection?

Since the last inspection the Statement of Purpose has been up dated. Redecoration and refurbishment has been completed. The ground floor dining room is particularly attractive. The standard of comfort for service users has been improved to a high standard. The home has achieved 98% of care staff achieving NVQ2 in Care. The manager said she has completed the Registered Managers Award. Through training staff `are given the skills to meet the needs of the people who live in the home. The requirement made at the last inspection for the signing and witnessing of errors in the controlled drugs register has been met.

What the care home could do better:

The documenting of hand written entries on the medication recording sheets remain unsigned (Outstanding since the last inspection). The paved seating area to the rear of the building is uneven in places and should be re-laid to maintain health and safety.

Where necessary the home`s Statement of Purpose shall reflect any changes in service provision required for this arrangement. This condition may not apply to anyone else, other than the named individuals, who fall outside the registered category. Date of last inspection 21 October 2004 Brief Description of the Service: Ridgeway House is registered to accommodate up to 48 older people in the category of (OP). It is not registered to accommodate persons who require nursing care.The home is owned by Southern Cross Homes Proprieties Limited and operates within the private sector.Ridgeway House occupies a prominent location in Station Town, adjoining the main road, close to local amenities and with views over the surrounding countryside.The home is a two-storey building situated in its own private well-maintained grounds. Personal accommodation and communal space is located on both floors. Service areas are located on the ground floor.34 service users were accommodated on the day of inspection. This unannounced inspection took place on 13/7/05 over a period of 4 hours. During the inspection discussion took place with service users, staff and a relative. A number of records were examined and I toured the building. Two of the three requirements made at the previous inspection have been met. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7 and 9 There is a clear Care Planning process in place. This process equips staff with the information required to meet service users needs. Although there has been some improvement in medication procedures there is still an outstanding issue that may put service users at risk. EVIDENCE: Care Plans examined were up to date. Staff have the necessary information to meet the needs of service users. The requirement to sign and witness errors of recording in the Controlled Drugs Register has been met since the last inspection. The procedure for signing MAR sheets on receiving medication into the home where a hand written entry is made still needs to be addressed. This could may put service users at risk (Outstanding since the last inspection). Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19, 20, 21, 22, 23, 24, 25 and 26. The environment is safe, homely, well maintained and accessible. Recent financial investment by the company has increased the standard of comfort for service users and other visitors to the home. EVIDENCE: Since the last inspection redecoration and refurbishment has been completed. Service users spoken to said they were satisfied with the improvements. One service user said, “ I like my room, but I do not like a lot of personal possessions, just photo’s of my father ”. The communal areas are bright and airy. There is a variety of seating areas on both floors for service users to sit. The external paved seating area is uneven in places and may put service users at risk of falls. The home was clean and free from any offensive odours. This increases the standard of comfort for service users. There is adequate toilet and washing areas with a choice of bathing facilities for service users. Some rooms have ensuite facilities. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27 and 29 The home has trained staff, who are equipped with the necessary skills to meet the collective needs of the service users who live there. A thorough recruitment process is followed for the protection of service users. EVIDENCE: Since the last inspection it is commendable that the home has achieved 98 of care staff achieving NVQ2 in Care. Service users benefit from staff equipped with the necessary skills and abilities to meet their needs. The manager said she has completed the Registered Managers Award , which will enhance her professional role in the efficient management of the home. Staff personnel files examined showed that the home has a robust recruitment procedure in place to ensure the protection of service users. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 31, 32, 35, and 36. The manager has a clear sense of leadership and vision for the home. Service users benefit from a well run home with dedicated staff. EVIDENCE: Since the last inspection the manager has achieved the Registered Managers Award. This achievement enhances her professional role in the effective management of the home. The manager described her style of management as, quiet, involving, fair and approachable. The manager said she listens to suggestions and views from staff and service users. The administrator said the system for the safekeeping of service users money held on their behalf by the company has been reviewed. The revised process allows for service user individual accounts which replaces the pooled system. Staff spoken to said they find this system beneficial. Service users benefit by staff acquiring new skills and abilities through identification of training needs during the supervision process.
