Date of last inspection 10 November 2004 Brief Description of the Service: 1 Ridgewood Drive is a purpose built, detached bungalow set in a private residential area, located in Frimley, close to the town of Camberley. The home is owned and managed by New Support Options Limited and provides accommodation and care for up to five people with learning disabilities and/or physical disabilities. All areas of the home are easily accessible and the doors and hallways are wide enough for wheelchair access. Communal areas are arranged and furnished in a comfortable, homely way and there are ample toilet and bathing facilities. All bedrooms are single occupancy and of a good size, and all have a wash basin. No rooms have en-suite facilities. There is a garden to the rear of the property that is fully accessible to the service users and parking for several cars to the front of the building. This is an overview of what the inspector found during the inspection. This was an announced inspection carried out at 10.30am by Marianne Barham, lead inspector for the service. The inspection was undertaken over a period of three and a half hours and was the first inspection in the Commission for Social Care Inspection (CSCI) year April 2005 to March 2006. The registered manager Mrs Regina Meakings was present, three staff members and a student nurse on placement at the home were spoken with, and records relating to the care of service users and running of the home were examined during this inspection. Of the four service users currently living in the home, two were spoken with and able to give their views on the service, one was out all day and the other was unable to express their views. Comment cards from service user’s relatives and involved health professionals were received prior to this inspection, all of which were complimentary about the care and services provided by the home. What the service does well:
The home produces all information to service users in an easy read format using photographs and simple words in order that they understand as fully as possible what they are being told. The manager and staff team are to be commended for their commitment to this. The care plans for service users are well written, regularly reviewed and involve the service users at all stages. The manager and staff team are to be commended for their commitment to using the person centred approach when planning care. The service users are supported by the home to be a part of the local community and there is a full timetable of work and leisure activities in place for them to access. Service users are involved in the day-to-day running of the home as fully as possible and their views are listened to and acted upon by the home. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1 and 5 Service users have enough information to make an informed choice about where they live and each receives a written contract with the home. EVIDENCE: The home has a comprehensive statement of purpose that gives clear and detailed information on the aims of the home and services provided. The statement of purpose and the service users guide are available in a pictorial format that is easy for the service users to understand. The service users guide was seen to be available to service users and those seen had been signed by the service user. The home is to be commended for its commitment to providing all information to service users in an accessible format. Each service user has a contract with the home that states the fees charged and the terms and conditions of residence in the home. JUDGEMENT – we looked at outcomes for standard(s) 6 Each service user has an individual plan that reflects their personal goals and changing needs. EVIDENCE: Service users each have a ‘person centred plan’ that focuses on their aspirations as well as their assessed needs. These plans are of a high quality with evidence of the service users involvement throughout. All plans are reviewed and updated on a regular basis and detailed diary notes are kept for each service user. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11, 12 and 13 Service users take part in activities that are appropriate to their age, preferences and abilities. They are given opportunities to develop personally and are part of the local community. EVIDENCE: Each service user has an individual activity timetable agreed according to their assessed needs, preferences and abilities. The home accesses day centres, colleges and, other services for people with learning disabilities, such as Art Venture in Guildford. The home also makes full use of the facilities in the local and wider community, such as pubs, cinema, parks and shopping centres. Service users personal interests and hobbies are recorded in their care plans and they are supported and encouraged to pursue them. The home has its own vehicle and regularly organises trips out to places of interest. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 20 and 21 Service users are protected by the homes policies and procedures for dealing with medications. The ageing, illness and death of service users are handled with respect and according to the individual’s wishes. EVIDENCE: No service users self medicate. The home has a policy and procedure in place for dealing with medications. All staff members are trained to administer medications after a probationary period and the training is updated every six months. Medications were seen to be stored securely and appropriately, with no surplus stock and no items out of date. Medication administration records were maintained accurately and individual profiles are in place for each service user. The home has policies and procedures in place for care of the dying and death of a service user giving clear guidance for staff to follow. JUDGEMENT – we looked at outcomes for standard(s) 23 Service users are protected from abuse. EVIDENCE: All members of staff, including bank staff, have received training on protecting vulnerable adults from abuse. The manager and several other staff members have also received the Surrey Multi-Agency training. The home has its own policy and procedure for adult protection and also a copy of the most recent Surrey Multi-Agency procedures. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 26 and 30 The home is clean, safe and comfortable and service users bedrooms reflect their individual needs, interests and preferences. EVIDENCE: The home is purpose built and this is reflected in the wide doorways, adapted facilities and spacious hallways. All communal areas are comfortably furnished with pleasant décor. The spacious kitchen is well equipped and fully accessible to the service users. Service users bedrooms are of a good size and are comfortably furnished with plenty of storage. The rooms are decorated according to the service user’s taste and reflect their individual interests and hobbies. Throughout the home photographs are displayed of holidays and outings taken and of occasions that are of interest to the service users. Two service users clearly enjoyed talking about these photographs and explaining where and when they were taken. During this inspection the main bathroom was being re-tiled and the exterior of the house was being re-painted.

Service users benefit from well supported and supervised staff. The Commission considers Standards 35 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 33, 35 and 36 Service users benefit from an effective staff team that is appropriately trained and well supervised and supported. EVIDENCE: The home has an established staff team with eight permanent members of staff and four permanent bank staff, one of whom has NVQ level 3. The home uses agency staff to cover the night shifts, however these are the same staff each time and a permanent staff member is always on a sleep-in duty. The manager holds the NVQ level 4 Registered Managers Award, two senior staff members hold the NVQ level 3 and two care staff hold the NVQ level 2. The manager is an NVQ assessor and has two members of staff currently undertaking NVQ level 2. The home has a training programme in place with detailed records kept of all staff training. Training needs are identified initially at induction and then through the homes supervision and appraisal process. All members of staff are given at least six formal supervision sessions per year. Dates for these were displayed in the office with the annual appraisal date highlighted. Staff members spoken with stated that they received supervision every other month and attended training courses regularly.

Service users benefit from competent and accountable management of the service. The Commission considers Standards 39, and 42 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 39, 40 and 41 Service users views are listened to and acted upon by the home. Their rights and best interests are safeguarded by the home’s record keeping and policies and procedures. EVIDENCE: The home sends out an annual survey to service users, relatives and people involved in the service users lives. The results of this survey are then published along with actions to be taken to address any shortfalls in the service, and made available on request. Each service users has a ‘ Are you getting a good service? ’ Workbook that is in an easy read pictorial format which asks simple questions about their experience of life in the home. This enables the home have a clearer picture of the needs and wishes of the service users. The home has a comprehensive list of policies and procedures in place that cover all aspects of running the home. The manager keeps a file of the key policies relating to the everyday running of the home and all staff sign to show

The manager stated that all staff are able to access this site and those staff members spoken with confirmed this. All records relating to the care of service users and/or the running of the home were seen to be stored in an appropriate manner.
