Currently, the registered providers live on the first floor of the premises. There is good access to public transport and car parking is available at the front. Residents bedrooms are single occupancy and are all ground floor rooms with en-suite facilities. Residents have access to two lounge areas and to a garden that is suitable for use by frail people. Care Homes for Older People Page 3 of 9 What we found: The owners responded formally to the Commissions previous report. They stated that it was their intention to sell the business but, in the meantime, they intended to continue operating as a registered care home. The response contained statements referring to difficulties caused by cashflow problems and that these would be exacerbated when local authority funded clients left. On 29th September 2009, Thurrock Council were due to move their client to another care home. The Commission was advised that Kent County Council Contracts department has suspended referrals of local authority funded clients to the service. This was on the basis of sustained evidencing of continued breaches in areas such as training, choice, activities, care plans and risk assessments. Mr Sawock stated that he intended to employ a carer for two days a week (Mondays and Fridays 9am to 5pm). The existing carer would continue to work on Tuesdays and Thursdays between 9am and 1.30pm. Mr Sawock was unable to confirm that the CRB that should have been in place for a person working at the home had been obtained. He said that it was unlikely that the person would be working at the service in future because there was insufficient work for him as the number of residents had decreased. An employee of Kent Care Homes Association was due to help the owners with aspects of administration including preparation of care plans and risk assessments. This work was due to start on 5th October 2009. Mr Sawock stated that he was taking steps to improve the training of staff. Training sessions were planned during October and November 2009 on Palliative Care, Challenging Behaviour, Administration of Medicines, and Moving and Handling. This inspection followed a management review by the Commission of how the registered service was meeting its obligations under Care Home Regulations. The purpose was to advise the registered persons about the options open to them particularly in regard to how they could seek voluntary cancellation of their registration. They stated that they were fully aware of the options and that they intended to continue their business. Mr Sawock and Ms Aubeeluck said that they are unable to sell the business and that they needed the income from clients to pay for day-to-day operating costs. This income, they said, is being subsidised by them in order to keep the service operating. The registered persons were advised that, in view of continuing concerns by local authority and health services professionals, the Commission would need to carry out a full key inspection. This would cover all major aspects relating to Care Home Regulations and would be carried out before the end of October 2009. People using the service are unlikely to be confident that the service provider is able to meet the obligations and liabilities of the service. This is because providers who are compliant with the law will have the financial resources needed to provide the services as described in the Statement of Purpose.
