What the care home does well

An assessment is done before someone moves into the home, to make sure staff know about their needs, and that the home is right for them. The resident living in the home said they were told about the home before they moved in, and was able to come and see the home. Staff help the resident to make choices in daily living. Staff understand the different needs of the resident. The person living in the home is able to choose to do different things, like go out shopping or go for walks. In the home the resident is able to do things they like to do, like listen to music. They are able to be involved with their family. The staff prepare meals and try to make sure the resident eats healthy food. Staff help the resident to look after their health. Help is given with personal care if it is needed. Staff have helped the resident join a local GP`s surgery. They have helped to make sure the resident is taking the right kinds of medication. There is a complaints procedure in the home, which tells people about how to make a complaint. The resident said that they feel able to talk to the person in charge or to staff if they have a problem. Staff know about how to keep residents safe from harm. The home is clean and tidy. The resident has been able to have their own things in their bedroom. The resident likes their bedroom. There are staff working in the home at all times of the day and night. Staff have had training in previous jobs to help them do their work well. Staff help the resident and give them support. The resident feels comfortable with staff. The home is mostly well run. There are procedures, which tell staff how to work safely. Staff check equipment to make sure it is safe.

This is the first inspection of this new home.

What the care home could do better:

To make sure that all staff know about the right way to give medicines in the home, it would be good if the person running the home talks through with all staff again about the way to give medication out. The complaints procedure is not written in plain English or with pictures, and it would be good if the person running the home could put it in a way to make sure more people could learn about it. The person who runs the home has not collected information about people who come to work in the home to make sure they are safe. This must be done.

Brief Description of the Service: Rosedale is a registered care home for up to six people who have learning disabilities. It is in Whitwick, and is close to shops and other places for residents to use. There are bus stops nearby, for buses to Coalville and other local towns. There are six bedrooms in the home, downstairs and upstairs. The bedrooms have toilets next to them. There are shared lounge and eating areas, and bathrooms for residents to use. There is only one resident living in the home at the moment, so information about fees is not included for confidentiality. Extra charges on top of fees are made for hairdressing, chiropody, dental and other healthcare costs, and magazines and papers. This key inspection included a visit to the service. The inspector visited the home on 2nd August 2006. The visit started at 9.30am and lasted for three and a half hours. The ‘Responsible Individual’ of the company which owns the home, Carole Porter, assisted the inspector during the visit. One resident lives in the home. The resident chose to talk to the inspector during the visit. Things the resident said are included in the report. The main method of inspection used was ‘case tracking’. This means looking at the care given to the resident in different ways. The ways this was done are: • talking to the resident • talking to staff and the manager • watching how the resident is given support • looking at written records. All the key standards were checked during this inspection. The information below is based only on those aspects checked in this inspection. Although the views of the resident living in the home are included, individual detail has been kept out of the report, to make sure it is kept confidential. EVIDENCE: One person living in the home said that someone came to talk to them about the home before they came to live there. The resident said they were able to come and see the home and choose if they liked it. Assessments have been done, which give information about what someone needs before they come to live in the home. This helps the manager decide if the home is right for the person, and if staff can give the right support. Individual needs and choices are met in the home. EVIDENCE: The person who has come to live in the home has only been in the home for a short time. Staff in the home are learning about what they like and do not like, so that they can find out the best way to support them. There is not a written care plan yet, which gives information about the resident’s needs and wishes. This will be written as staff get to know the resident more. Staff showed that they are getting to understand the sorts of things that the resident needs, and to help them to do things they want to do. This judgement has been made using available evidence including a visit to this service. Residents are enabled to have a good lifestyle. EVIDENCE: One resident who lives in the home has only recently moved there, so they are getting to know the local community. The resident and staff talked about plans to go to college when they have settled in. The resident is able to do what they choose to, and take part in daily life in the home. The resident told the inspector: ‘I help out. I set the table with knives and forks’. The resident is supported to go out to do things they wants to do, like shopping and going for walks. The resident’s family comes to see them: ‘My family came to see me… It was my birthday.’ Staff make sure that the resident eats well and are helping them to stay healthy. The resident told the inspector: ‘I like the food here. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18, 19, 20 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents mostly have good personal and healthcare support in the home. EVIDENCE: Staff help the resident living in the home to look after their own health and personal needs. Staff have helped the resident to go shopping to choose new clothes. The resident has got a new local doctor. Staff help the resident to take medicine they need to help them stay well. Staff make sure the resident does not have medication they do not need, and have asked the doctor for help with this. There were some small problems with some of the way the medication was stored and records kept, but all these were sorted out by staff contacting the doctor and pharmacist during the inspection. To make sure that all staff know about the right way to give medicines in the home, it would be good if the person running the home talks through with all staff again about the way to give medication out. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22, 23 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Residents are listened to in the home, and are mostly kept safe from harm. EVIDENCE: The resident who lives in the home was able to spend time talking with the inspector. The resident said ‘I like it here… If I have a problem I can talk to [director].’ There have been no complaints about the home since it opened. There is a complaints procedure, which tells you how you can make a complaint. It is not written in plain English or with pictures, and it would be good if the person running the home could put it in a way to make sure more people could learn about it. Staff know about how to keep residents safe from harm. One problem is that check have not been carried out for all people working in the home to make sure that they are safe. This is looked at more under ‘Staffing’, later in the report. Residents benefit from a good living environment. EVIDENCE: The home is kept generally clean and tidy. The laundry area is clean. The person living in the home said that staff help them by doing their washing. The resident has their own bedroom with all their own things in. The person living in the home said that they had slid in the bath. The resident did not hurt themselves, but staff are going to buy equipment to help them be safe in the bath. Staff have made sure that all parts of the home are safe. One way this is done is to make sure all fire safety equipment works – checks are done to make sure it does. Residents benefit from supportive staff, but there are potential risks because proper checks and processes for recruitment have not been carried out. EVIDENCE: The resident living in the home is comfortable with staff. Staff treat them with respect, and they are given choices about their daily life. There are staff working in the home at all times of the day and night, looking after the resident. The directors of the home stay in the home to make sure they see how new staff are working. The home is new and has not been open for very long. Staff who work in the home have done training in other jobs, which helps them to do their work well. The people who run the home have not collected all the information about people coming to work in the home, to make sure they are safe and able to work well. This is very important, to make sure that people who live in the home are kept safe from harm. The people who run the home must make sure that they don’t let anyone work in the home before they have checked that they are safe to work there. This judgement has been made using available evidence including a visit to this service. Residents benefit from good management of the home. EVIDENCE: The new manager of the home has now not come to work in the home, so one director is managing the home at the moment. The people who run the home need to sort out who will manage the home. The care for the resident is still good, even though there have been problems with getting a manager. After the home has been open for a while, the people who run the home have plans about how to find out what is good about the home and if there is anything that could be done better. They will have residents meetings to get ideas from people who live in the home. There are checks done in the home to make sure that equipment is safe to use, and that people are kept safe. The fridge and freezer were checked to make sure that they were kept cold enough to keep food fresh or frozen.
