CQC found this care home to be providing an Poor service.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

Over the past six months, the responsible individual has made improvements to the environment. Many of the bedrooms have been redecorated and refurnished. All areas of the care home are fresh and clean, comfortable and homely.

What the care home could do better:

Whilst we have found evidence that requirements have been met there is still work to be done to ensure that improvements become embedded in practice. We expect the manager and the new responsible individual will be responsible for overseeing this process and for ensuring improvements continue to be made. They must also ensure staff are provided with the necessary training, support and supervision they need to carry out their work. It should also be noted that the four requirements listed as outstanding in this report were not identified in the notices and were, therefore, not assessed during this random inspection. They will be assessed when we visit the care home to carry out the next key inspection.

It provides personal and nursing care. Royston is located in the rural village of Hassocks and is a detached three-storey property, which provides accommodation in single, and double bedrooms located on the ground, first and second floors. There are also two lounges, which are Care Homes for Older People Page 2 of 10 Brief description of the care home located on the ground floor. A vertical passenger lift provides access to all floors. The registered provider of this service is Care Reminiscence Ltd, who has appointed Mrs Elizabeth Herbert as the responsible individual to supervise the management of the care home. The registered provider has appointed a manager who is currently in the process of registering with the Commission. Current fees are from £587.00 to £625.00 per week. Care Homes for Older People Page 3 of 10 What we found: The reason for this inspection was to monitor compliance with statutory requirements made following the last key unannounced inspection carried out on 11th December 2009. We had prepared statutory requirement notices but they failed to be received by the registered provider. However, we looked at four requirements and the outcomes are as follows. Requirement: Care plans, risk assessments and daily records must be improved so that they give clear information to the staff team regarding the individual care needs of each person and to monitor the care being provided. Evidence: We examined care records of four of the eight residents accommodated and found that improvements had been made as required. Care plans include details of residents identified needs together with clear information for staff to follow so they know the action they are expected to take to ensure they have been met. Assessments had also been carried out which identified areas of potential risk to individual residents and the action staff are expected to take to ensure the risk of harm is reduced. Following discussion with the manager we identified some areas where care plans could be improved further to ensure information is clearer for staff. There was evidence that confirmed care plans have also been routinely reviewed. This means that information about residents care needs is kept up to date. Care records also include details of appointments with residents doctors or other health care professionals including details of any treatment prescribed and provided. We spoke to two care staff who were on duty. They were able to demonstrate they were familiar with the needs of identified residents and the actions they should take to ensure they have been met. We also spoke to a relative who was visiting at the same time. They were very complimentary at the service provided and confirmed they were satisfied with the care afforded to their relative. Outcome: This requirement has been met. Requirement: The staff team must attend safeguarding training and records must be kept in good order. This will ensure residents are protected from risk of all forms of abuse and harm Evidence: We were shown documents which demonstrated a programme had been set up to provide training to all staff. There were copies of attendance certificates for all staff who have received training in this area. We noted that the next planned training sessions were due to take place on 22nd and 26th February 2010. We also spoke to some staff who were on duty. They confirmed they have received training with regard to identifying different types of abuse. Following discussion the staff were able to demonstrate they knew the different categories of abuse that they might encounter. They were also able to explain who they should notify if they witnessed an Care Homes for Older People Page 4 of 10 incident where a resident had been abused. Outcome: This requirement has been met. Requirement: The registered person must ensure all staff attend mandatory training. This will ensure all staff have the necessary knowledge and skills required to meet residents needs. Evidence: We were shown documents which demonstrated a programme had been set up to provide training to all staff. There were copies of attendance certificates for all staff who have received training in this area, and included manual handling, food hygiene, infection control and fire safety. We noted that the next planned training sessions were due to take place on 22nd and 26th February 2010. We also spoke to some staff who were on duty. They confirmed the areas of training they had received. Outcome: This requirement has been met. Requirement: The registered provider must provide all newly appointed staff with structured induction training. This will ensure new staff have the necessary knowledge and skills required to meet residents needs. Evidence: We were informed that, since our last visit, no new staff have been appointed. However, we were shown an induction booklet which had been prepared. We noted that it included the essential elements identified by Skills for Care as the principles for good care practices. We were informed that new staff will be expected to work through the booklet under supervision of the manager after they have been appointed. Outcome: This requirement has been met. Overall the findings of this visit are that requirements we identified have been met and that improvements have been made that benefit of individuals in the care home. However there is still work to be done to ensure that improvements become embedded in practice. We have noted that the appointed manager has recently been interviewed as part of the process of determining her fitness to be registered with us. We have also received notification that the responsible individual is due to change in the near future.
