The home is a purpose built, three storey building. The home has two double bedrooms the remainder of bedrooms are single occupancy. There are two communal lounges and a separate dining room. There is a passenger lift giving access to all three floors. Laundry and catering services are provided within the home. A small secure garden is at the rear of the home.The home is located in Rushall, close to all local amenities. There is a main bus route to Walsall town centre; limited car Care Homes for Older People

We visited the home to follow up concerns highlighted by our previous visit on the 5th September 2008. The previous full inspection of this service was undertaken on 5th September 2007. The home has been without a permanent manager for some time. The is now being managed on a temporary basis by Mrs Karen Wright, who has considerable experience in care home management. Karen will continue to manage the home until a suitable permanent manager can be appointed and will continue to mentor this person and support them for as long as required. Karen has identified a comprehensive action plan to address shortfalls that have been identified. We were able to identify some shortfalls in some areas such as care planning, food choices, medication and the availability of equipment such as special chairs and suitable weighing scales. We found that the majority of issues highlighted are being addressed and Mrs Wright immediately ensured that other things such as the provision of suitable scales and people receiving medication that was no longer required was addressed. The Acting Manager has already revised some care plans. Those care plans that have already been revised reflected peoples individual needs, choices and capabilities- this is called person centred care. A programme to update and review all other care plans has been identified and will be completed within six weeks. One person whose records we looked at was diabetic. Their care records gave good information how their diabetes should be managed. There was a note that their blood sugar should be monitored weekly which it had been. Care records detailed what actions were needed if they have high or low blood sugars, but despite these instructions staff had not followed these instructions when the persons blood sugar was high. We found that people are not always weighed regularly. We did discuss this with the the Acting Manager who immediately ordered an attachment to the hoist which will enable people with mobility and sitting difficulties (who are usually the most vulnerable people) to be weighed whilst they are being hoisted. Mrs Wright told us that new equipment has already been ordered this includes special chairs for people who are unable to sit in the existing chairs, new hoists, additional crash mats, additional profiling beds as well as a programme to replace the existing floor covering with new carpets for the majority of the home. The corridors have already been redecorated and new flooring was due to be being laid in the main hall the day after our visit. We found two people who were having medicines that they no longer needed. The Acting Manager arranged to discuss these people with their Doctor who was visiting and these medicines were stopped. We feel that as a precaution all peoples medicines should be reviewed to check that they are only having medicines that they have a clinical need for. Care Homes for Older People Page 4 of 9 People had told Social Workers that they do not have a choice of meals. Kitchen staff told us that a choice is always available and they would always cook something else if people wanted something different such as jacket potatoes and omelettes. The menu shows that there is always two choices available. We looked at the summary of meals cooked and found that frequently only one meal choice had been cooked. One example of this was that once a month the meal choice was either gammon or corned beef hash, the soft meal was identified as gammon yet in the three months of records seen (August, September and October 2008) only gammon had been cooked. The home will have a competent manager who has been asessed as being an appropriate and fit person to manage the home. 3 38 13 The type of hoist and the size of sling needed should be recorded within the moving and handling risk assessment.
