This inspection was carried out on 4th August 2009.

It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Good.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

We give a quality rating following a full review of the service. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Registered managers post vacant 1 7 0 9 2 0 0 8 Number of places (if applicable): Under 65 Over 65 0 52 52 0 Annual Service Review Page 2 of 6 Rustington Hall is a care establishment registered to accommodate up to fifty nine residents aged 65 years or over, thirty five of these residents may be receiving nursing care. Part of the home was built many years ago as a private house, but this was converted to a home to provide care for 24 people some years ago. The building was extended at a later date to accommodate 35 residents in need of nursing care. Both the residential wing and the nursing wing are situated a few feet away from each other. In both wings the bedrooms are situated on two floors with a passenger lift to provide access. Communal lounges and a dining room are present in both buildings. Gardens with seating for residents is available. The property is located in Rustington, a large village near the town of Littlehampton. The care home is in a residential area with easy public transport links. A large car park is available for visitors. The providers are Littlehampton and Rustington Housing Society Ltd, the registered managers post is presently vacant although the nursing and care manager has applied to the Commission to be registered. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all of the information that we have asked for or received since the last inspection. This included: The Annual Quality Assurance Assessment (AQAA) that was sent to us from the service. The AQAA is a self assessment that focuses on how well outcomes are being met by the people using the service. It also gave us some numerical information about the service. Surveys sent to us by people using the service and from other people with an interest in the service. Information we have been told about how the service has managed complaints. What the service has told us about how the service has managed complaints. What the service has told us about things that have happened in the service, these have called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last twelve months. Relevant information from the organisation. What other people have told us about the service. What has this told us about the service? The service sent us their AQAA when we asked for it. It was clear and gave us all of the information we asked for. We looked at the AQAA and our judgment is that the home is still providing a good service and that they know what further improvements they need to make. We received eleven surveys from residents that told us they had been given enough information to make a choice about the home, they always receive the care and support they need, six said there are always enough staff available when needed and five said usually. Seven residents said staff always listen to and act on what they say, four said usually. Nine said there are always enough activities available two said usually. Four said they always liked the meals served, five said usually and two said some times. They all said they knew how to complain and who to. Comments included Staff are extremely good and kind. The home is excellent, mainly because of the caring staff who are extremely kind and look after all my needs in a willing and cheerful manner. Staff are excellent, polite, pleasant and helpful. The food is good and there is an excellent nursing team. Staff should be praised they make you feel at home. This home is above the standard of other homes seen the staff have a good attitude. Annual Service Review Page 4 of 6 When they were asked what they thought the home could do better, some told us the meals could be better and some said the staff should answer the calls bells more promptly. Four staff sent surveys back to us and told us that they are given enough information about the residents to be able to look after them and they are given training relevant to their role. All said they receive managerial support and that communication is usually good. One said there is usually enough staff to meet the needs of residents the others said there is sometimes enough staff. They all said they felt they had enough support, experience and knowledge to meet the different needs of the residents. There were some comments about care staff not always working as a team which the manager should look into, and one member of staff thought the staffing levels should be more realistic to meet the needs of the residents. We received one survey from a health professional and one survey from a manager of an agency that the service uses, one said that the services assessment arrangements always ensure correct information is gathered, one said usually. One said residents health care needs are always properly monitored and the service usually seeks advice about residents health and social care needs, one said usually. One said that care staff always respects residents privacy and dignity and one said usually. One said staff always supports residents to live the life they choose, one said usually. We are told by the service that in the last twelve months they have improved in the following areas: They have recruited a new manager and staff numbers have increased. The nursing wing has been refurbished and improved and new hoists purchased. The activities have been improved and more outings have been arranged. They have invested in more staff training, care plans have been improved and shift patterns have been changed to improve outcomes for residents. They have been granted an extended placement for 1st year student nurses. They told us that their plans for the next twelve months included: To register a new manager with the Commission. To upgrade the residential wing, and continue with the refurbishment programme. To provide staff training in the Mental Capacity Act and Dementia. To update policies and procedures in line with new legislation. Work towards meeting the Investor in People standards. The home continues to let us know about things that have happened since our last key inspection. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and will do a key inspection by 17/09/10, however we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people living there.
