Date of last inspection Brief description of the care home The Scotts Project Trust is a Christian based registered charity. It is registered to provide residential care and support to 15 adults with learning disabilities. The home is separated into three houses, which are connected. There is a day centre in the grounds which the residents access. A team of staff supports residents, comprising of a manager, deputy manager, team leaders and care staff. There are fifteen single bedrooms all with a television point. Three bedrooms are on the ground floor, and are specifically for residents who have additional physical disabilities. Page 2 of 8 have en-suite facilities. There is one bathroom to every two bedrooms. There is a large multi-purpose hall and a converted barn on the site for the use of the service users and day users. The project is approximately two miles from the town of Tonbridge in a quiet cul-de-sac set back from the main road. There are local shops, including a post office, chemist and library, and also a public house and church just half a mile away. Details of current fees can be obtained from the home. A key unannounced inspection was conducted on September 25th 2007. No requirements or recommendations were made at that inspection. An Annual Service Review was conducted on 29 September 2008. During that process, we received surveys from 6 people using the service. People living in the home told us that they were happy there and appreciated the support they received. However, there were some references to there sometimes being a lack of staff. We received completed survey forms from 4 staff working at the home. The common theme of these was staff shortages at certain times and poor communication. They indicated service users dependency-levels were increasing and staff had less time to spend with service users, other than for personal care. During the random inspection, the Deputy Manager explained that the home had been unsettled by the unexpected departure of the General Manager shortly after the Manager had commenced maternity leave. This had been exacerbated by the admission of a service user with profound physical needs. Since then Scotts Project Trust has been recruiting staff and will be fully staffed when a newly appointed Care Worker commences duties in the near future. The staff roster was inspected and indicates staffing levels are geared to peak times of activity. The rosters do not indicate excessive work hours or exhausting shift patterns. There are low levels of staff sickness. The minutes of service users forums held on 15 September 2008 and 20 October 2008 were inspected along with the results of a service user survey conducted by the organisation in the summer. These show that service users feel they like the staff, have the support they need and are able to participate in a range of activities they enjoy. Discussions with some staff and service users indicate that, whilst there has been uncertainty, the situation is improving. The last key inspection reported the home operates robust recruitment processes and the staff team is highly trained. The Manager, Alise Garret, commenced maternity leave in May 2008 and the General Manager took responsibility for the day-to-day running of the service in her absence. The General Manager then left the organisation in September 2008 and the Deputy Manager has now taken responsibility for day-to-day running of the home. The Deputy Manager demonstrates a sound understanding of what is required and a commitment to providing a high quality service tailored to the individual needs and preferences of the service users. Team Leaders have been delegated key responsibilities with time and resources being Care Homes for Adults (18-65 years) Page 4 of 8 allocated for them to be supernumerary to the staff roster to do this, whilst maintaining staffing levels. The Deputy Manager says the Management Committee gives her good support.
