Age range 18-65yrs Learning disabled adults some of whom may have a physical disability Date of last inspection 29th September 2005 Brief Description of the Service: Southleigh is a care home registered for five people aged 18-65 years who have a learning disability. The home is a semi-detached property that provides the care on two floors and the home also has two ground floor bedrooms. The home is situated in a residential area of Plymouth.All bedrooms are single rooms, and the home has a homely atmosphere and is well decorated and accessible in all areas. The home has a minibus. The home is conveniently situated being near shops, community facilities, and is on a bus route. The inspection took place over 1 hours and 30 min. and was an Unannounced inspection. A partial tour of the premises took place and 5 the service users, 1 staff member and the Registered Manager were spoken with during this inspection. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 Service users can be confident that their changing needs will be reassessed. EVIDENCE: One service user and the Registered Manager confirmed that a Care Manager was due to visit the home on the day of the inspection to carry out a review for this service user. This review was looking at day care arrangements to meet the needs of the service user and the changes in day care services on offer. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11/12/13/14/15/17 Service users can be confident that they will be offered choice at mealtimes and are involved in the planning and preparing of meals and menus. EVIDENCE: One service user has been attending a sign language course and the staff and other service users in the home have been involved by learning to sign to assists with communication with this service user. All service users spoken with confirmed that they go out regularly and have been swimming, bowling, ice-skating and visit the local library. Trips to the local shops and the main town are organised by the service users and staff together. A discussion with the service users showed that they are already planning and looking at venues for this year’s holiday. One service user informed the inspector that they have already booked Butlins for a short break. Service user confirmed that holidays and other issues are discussed at the regular service users meetings. All service users confirmed that they are involved in all aspects of the food preparation, purchase and meal planning with staff support. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19 Service users can be assured that their health care needs are monitored. EVIDENCE: One service user was upset during the inspection and the inspector evidenced the staff involvement in offering emotional support to this service user. This involvement was given calmly and to reassure the service user. One service user had recently attended a hospital appointment with staff support. And from discussion with the manager one service user health care needs are monitored to maintain their health. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 23 The service users can be confident that their concerns will be listened to and acted upon. EVIDENCE: The inspector discuss with the Registered Manager about the Devon Adult Protection training. None of the staff currently working in the home have completed the Adult Protection training with the Adult Protection team. All the service users spoken with confirmed that they are able to raise concerns with the owner, manager and the staff in the home. One service user stated that they have regular contact with the owner to discuss any concerns. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 25/30 The home continues to provide bedrooms to met the needs of the service users who occupy them. EVIDENCE: All service users agreed that their bedrooms meet their needs and they were able to choose their own personal items in their rooms. The parts of the home seen during this inspection were clean and odour free. The Registered Manager and the staff member confirmed that 2 staff had completed a course on Infection Control. JUDGEMENT – we looked at outcomes for the following standard(s): 32 The staff in this home is supported to have regular updated training to meet the needs of the service users in the home. EVIDENCE: One staff member is due to commence their NVQ level 2 in a few months. Most staff has had out Fire Safety and First Aid training updates since the last inspection. All service users agreed that the staff in the home is caring helpful and supportive at all times. JUDGEMENT – we looked at outcomes for the following standard(s): 37/38 The Registered Manager of this home has the respect and support of the staff and the service users. EVIDENCE: The new manager has now completed the Registration process with the Commission. The Registered Manager is due to start her Registered Managers award in April. From discussion with the manager it was evident that she has completed regular updated training for her own personal development. All service user spoken with felt the Manager was approachable and available to discuss any concerns.
