This inspection was carried out on 5th July 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home operates in a relaxed fashion and works at the pace of residents allowing them to get up at a time to suit each individual. Residents are consulted on changes and developments such as food and their views put into practice, (such as fresh fruit being made available at all times). The manager and staff, as far as they are able, act upon matters raised in inspection reports.

What has improved since the last inspection?

New furniture has been provided to improve the residents` surroundings. The information provided for residents has been updated.

What the care home could do better:

From observations made during this inspection there are no requirements or recommendations made. However, there may be outstanding matters from the previous inspection that were not looked at during this inspection which still need attention, (this includes replacing the lift and improving some of the bedroom facilities for residents). These will be followed up at the next inspection visit.

This means tht only rooms numbers 1,2,12,13,14,18,19,20,21,22,23 and 33 are suitable for wheelchair users. 2 One (1) Service User, who is named in the Commissions records and who has dementia, maybe accommodated within the overall number of 35 Service Users. 3 Springdale is registered to offer personal care for up to 35 service users who are aged 65 and over. Date of last inspection 26 January 2005 Brief Description of the Service: Springdale is a Local Authority home catering for up to 35 elderly people. It is situated in the village of Brundall, a few miles east of the city of Norwich. The home is set in sizeable grounds with garden areas to the side and rear and parking space to the front. The home is operated by Norfolk County Council Social Services Department. This inspection was unannounced and took place in the early morning commencing at 6.20 am. A number of areas were looked at in relation to the early morning routine. The scores given represent those areas commented upon in the report. Previous inspections of the home have been generally positive and revealed a high degree of satisfaction expressed by residents about the care they receive. Springdale does not have a history of complaints being made and, to date, the Commission considers it to be a well managed home with caring staff. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 1 Residents and visitors have access to accurate information concerning the facilities available to them at Springdale. EVIDENCE: The Statement of Purpose is displayed in the main reception area along with a copy of the previous inspection report for visitors or residents to read. The Statement of Purpose has been amended in line with a recommendation made in the previous report. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12 & 15 Residents get up at a time and pace to suit them. Residents get to share their views, for example, about food choices, and their views are listened to by staff and acted upon wherever possible. EVIDENCE: At 6.20am only one resident was up and dressed. This resident stated that she usually got up early and was able to get out of bed and wash and dress herself. She was waiting for her morning paper which she has on a daily basis. She reported that sometimes a few other residents get up early. She said she liked to sit in the reception area during the early part of the day, and then retire to her room to read the paper. Another resident was brought through to the communal areas by a member of staff at about 7am. A member of staff reported that residents were free to lie in bed until they wished to get up and that many were still in their rooms when she went off shift at 7.30am. Staff were observed taking hot drinks round to residents who were awake in their rooms. Staff were observed knocking on residents’ doors and waiting for a reply before entering. The Statement of Purpose advertises breakfast as being served between 8.30am and 10am. The dining room tables were set ready for breakfast. Two bowls of fresh fruit were available. It was noted in the minutes of the residents’ meeting in March that the fruit basket did not always go round at teatime and leaving fruit out for residents to help themselves was decided upon as the solution. Residents also raised the matter of after dinner drinks which they asked to have served later on in the afternoon. Toasted sandwiches were also put forward as an alternative teatime meal and residents asked for a greater variety of fish to be available. Some other food related matters were also discussed. Service users live in a safe, well-maintained environment. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19, 20, 21 & 26 The home was clean and provided comfortable areas for residents to spend time. EVIDENCE: A tour of the premises was made, though residents’ bedrooms were not viewed due to the time of the visit. No obvious hazards were noted and all areas looked clean, tidy with no trace of any unpleasant odours. Wheelchairs and hoists were stored in areas out of the way of residents. Bathrooms and toilets were clean and tidy. One of the ground floor lounges was noted to have had all the armchairs replaced and new curtains. This is in line with a recommendation made in the previous inspection report. It was also noted that a number of birthday cards were displayed to celebrate a resident’s birthday. There are some photographs on the reception wall recording this visit. Possible improvements to the building, such as replacement of the lift, were discussed with residents at their last meeting with staff. Other issues relating to the premises were also discussed. Service users needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27 Sufficient staff were on duty for the 29 residents currently accommodated. The staff carried out their duties in a relaxed fashion and did not have to rush to help residents get up. This must be to the benefit of both staff and residents. EVIDENCE: Two members of waking night staff were on duty. One has worked at Springdale for 2 years, the other for a year and a half. Support was via the oncall manager and there is an on-call rota in the office. One of the care coordinators arrived for work at 7.15 am. The night staff gave a formal handover before leaving their shift. A member of staff reported that they had access to training and would shortly be undertaking further fire training, (on 7th July), and moving and handling training. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 36 & 38 Residents benefit from staff who are trained, including night staff who receive supervision to monitor their practice and training needs. Staff are conscious of the security of the residents during unsocial hours; which increases the feeling of safety by residents. EVIDENCE: A member of staff reported that she received formal supervision sessions. Night staff also have their own staff meeting as well as being able to attend the full staff meeting. Supervision is undertaken by one of the care coordinators. Staff asked to see identification before allowing access to the home given the time the inspection took place.
