Conditions of registration: 1. Adults aged 40 years and over Date of last inspection Brief Description of the Service: Sun Court is a detached property situated near the town centre of Sheringham. It provides accommodation on three floors for 32 elderly residents who are in need of nursing care. Most of the rooms are single with en suite accommodation. There is a small paved garden, which is accessible to residents. The Home is well equipped with adaptations and facilities and has good liaison with community health resources. This is an overview of what the inspector found during the inspection. This was an unannounced inspection that took place over three hours. This home continues to be an extremely well run home. Those standards assessed on this occasion were those not assessed during the last inspection. The Inspector has no concerns about this home that continually strives to meet all regulatory activities. A brief tour of the home took place and opportunity was taken to speak with a number of service users and senior management. What the service does well: What has improved since the last inspection?
Two rooms have been re decorated and carpeted; overhead tracking has been supplied in two rooms. Two new specialised beds have also been purchased to add to those already in use.

The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1,3,4. Service users have all the necessary information to make an informed choice about admission to the home. The overall admission procedure is good, service users are only admitted if it is felt that their needs can be met. EVIDENCE: All service users admitted to the home are aware of all the services that the home will provide. One newly admitted service user confirmed this to be true and when asked by the Inspector what made him choose this home he replied “all the others”. The Manager also stated that they would not admit anyone whose needs they felt they could not meet. The Inspector was able to see the initial assessment documentation for a recently admitted service user; this highlighted the fact that a thorough admission procedure was in place and used appropriately.
Sun Court Nursing Home DS0000015687.V279904.R01.S.doc Version 5.1 Page 9 The service user who had recently been admitted shared with the Inspector that he realised that the home would be able to meet his needs especially as he had also looked elsewhere and had found that the information and attention the home had given him to be useful and informative. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 8,10,11. Service user’s health care needs are fully met EVIDENCE: Individual care plans are available and these when examined by the Inspector revealed that they were detailed enough to confirm that skin integrity assessments were being carried out and appropriate care prescribed accordingly. The care plans also had detailed records of weights being monitored and special dietary supplements being given when required. Theses records also gave detailed information of well the supplements were being taken; they also gave accounts of dental visits and visits by the local G.P and opticians. The care notes also indicated when service users had been able to visit the local surgery themselves, diabetic clinic, chest clinic and when the continence adviser had visited. A physiotherapist visits once a week and advises the nurses what exercise regimes to follow for those service users who choose to do exercises. Sun Court Nursing Home DS0000015687.V279904.R01.S.doc Version 5.1 Page 11 Privacy and dignity are covered in the home’s induction sessions for new staff and records were seen for this practice. The Inspector noted during her visit that all the residents were being treated respectfully, this was confirmed, by those service users that she spoke with. The residents own rooms are used for any clinical examinations and shared rooms have appropriate screening facilities. All the service users have access to a telephone and some have their own in their rooms. Palliative care is extremely well managed and the home needs to be commended for this. The home uses a specialist care planning format for this so that end of life care is handled appropriately. The G.P. works closely with the home in order for the care to be individual and also helps in assessing the service users so that pain is managed well. The home has produced a special booklet to help the relatives of the dying and also for the service users themselves who are in receipt of the specialist care. The Inspector was able to examine the care plans for such care and also read letters from grateful relatives. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14. Service users are encouraged to make choices in their daily lives. EVIDENCE: The routines of the home appear to be flexible and this was confirmed by those residents spoken with; they also confirmed that they choose what they want to do and if they want to take part in any of the organised activities and exercise programmes. The intended outcomes for Standards 16 - 18 are: 16. 17. 18. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16,18. Arrangements for dealing with complaints are satisfactory. The service users appear to be well protected from abuse. EVIDENCE: Service users indicated that they would speak with the management if they had any concerns or complaints. The complaints procedure is in the home’s brochure, which is given to all service users. The complaints record book was examined, this highlighted all complaints, was very informative and recorded how each complaint has been dealt with and if it was resolved. The home ensures as far as is possible that the service users are protected from abuse. Policies and procedures for the protection of vulnerable adults were seen and fitted the recent legislation for abuse. Newly employed staff were still having sessions on abuse and other staff had all attended relevant study days. Records were seen that confirmed this. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19,26. The service users live in a well-maintained and safe environment. The home is very clean and no offensive odours detected. EVIDENCE: On the day of inspection the home appeared safe and well maintained, it was also noted that appropriate fire and health and safety practices were being observed. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27. The deployment of staff is in sufficient numbers to meet the assessed needs of the service users. EVIDENCE: The duty rosters for past, present and future weeks were examined and they revealed that the home was always adequately staffed with little change of permanent staff taking place. The rosters also gave indication that the home mostly functioned above its staffing notice in order to meet all the needs of the residents. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 33,35,36. The best interests of the service users are taken into account when running the home. The financial interests of the service users are safeguarded by the home’s policies and practices. EVIDENCE: Minutes of the last staff meeting highlighted what quality observations were needed to be monitored for the coming year. Annual goals have been set for this and these were referred to in the quality booklet produced by the home. Quality surveys were seen for August and September to which there had been a high response rate. The surveys included responses from relatives, service users friends and other agencies in relation to the quality of care being given to the service users. Transactions for monies were seen and it was noted that two signatures were always required. Formal supervision takes place for all members of staff and records were seen for this activity, the last one having taken place at the end of January.
