CQC found this care home to be providing an Poor service.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

1) The recording of all financial transactions of the people living in the home had improved.A more robust system was now in place with improved practice helping to ensure a clear audit trail could be followed. 2) The people living in the home had been provided with lockable cabinets to keep their medication safe. 3) Records were being kept of the property and belongings of the people living in the home . 4) We are now being informed of events taking place that relate to the wellbeing of the people living in the home including concerns and allegations of abuse. These are now also being reported to the local authority.

What the care home could do better:

Keep a record of monies put aside for peoples` activities that are then cancelled and subsequently used for another activity so that there is a clear audit trail.

It provides accommodation for seven people between the ages of 18 and 64 years of age who have a learning disability. There are some people who are over 64 years who have lived at the home for many years. Care Homes for Adults (18-65 years) Page 2 of 9 2 7 1 0 2 0 0 9 Brief description of the care home The house has a basement flat that provides accommodation by way of a selfcontained living area. This comprises of two bedrooms for two people, a bathroom and a small kitchen. The first and second floor of the property provide accommodation for six people. A new wet room, containing a fully accessible toilet and shower, has been installed to meet peoples changing needs. There is also a new staff sleeping-in room and a new office. A basement has been provided for storage space for old records and other items. The home is within easy access of local amenities that include a leisure centre, shops and park. There are accessible transport routes to Bath and Bristol by both bus and train. Care Homes for Adults (18-65 years) Page 3 of 9 What we found: We met with members of The Avenues board on 18th December 2009 and were told that action had been taken to meet requirements issued at the Key inspection of the home on 27th October 2009. The Directors requested a review of the rating that was given at this inspection. The outcome of this review is that the rating remains unchanged and the final report has now been published. We planned to carry out a Random inspection during February 2010 to see if specific requirements issued had been met. These were regarding systems to record expenditure, personal finances and property of the people living at the home. Also that there were safe systems in place to store medication in peoples bedrooms. We found these requirements had been met. At this Random inspection visit we did not assess fully all areas relating to outstanding requirements issued from both the key inspection of 1st May 2009 and 27th October 2009. These will be asessed fully at the next key inspection. However, three of the six outstanding requirements from 1st May 2009 key inspection have been met. These relate to us being told about things happening in the home, including alleged abuse. The reporting of every allegation of abuse is now also being made to the local authority. We found improvements had been made in the remaining three outstanding requirements. 1) We know staff are now reporting concerns they may have about the people living in the home, however we did not speak to the manager or all the staff about their understanding of how to safeguard vulnerable people. We know there are some new staff working at the home on a relief basis and will be following up their knowledge of safeguarding at the next key inspection. Therefore this requirement is partially met. 2) We found there have been improvements in the way the home is being run. Staff are no longer using their loyalty cards to purchase items for the people living at the home. It is recognised that staff have in the past purchased items for people as a cheaper means of buying clothing, but that this puts staff in a postion of personal gain. This requirement is partially met as we have not assessed others areas relating to the way the home is run and if it is in the best interests of the people living there. 3) We saw new specific policies and procedures in place relating to the recording of expenditure, personal finances and property of the people living at the home and that these are being followed by staff. We will be looking at further policies and procedures at the next key inspection and whether staff are also following these. This requirement is partially met. This will make sure that all the people living at the home have their best interests and mental capacity needs met. 2 7 12 Peoples consent forms relating to medication, money saving, including saving for holidays, and healthy eating must be reviewed on a regular basis in consultation with them.
