Conditions of registration: 1. The maximum number of residents to be accommodated is thirty seven (37) 2. The residents accommodated will be aged sixty five years or above on admission 3. Residents will be within the category of old age, not falling within any other category. Date of last inspection 7th March 2005 Brief Description of the Service: The Park Beck is a large detached property in St Leonards on Sea. THe property is close to the sea front and main town of Hastings. Residents placed have the use of three separate lounge areas and a dining room. The home has a good-sized rear garden. This is an overview of what the inspector found during the inspection. This unannounced inspection took place over two hours. The senior staff member was spoken with and the Registered Manager came in to take part in the inspection. The service has had two resident’s move in since the last inspection. The following documents were viewed: plans of care, and assessment documents. A record of accidents in the home and also the sheets which record the administration of medicine. Menus were also seen and health and safety documents such as electrical certificates and the record of fire drills were examined. What the service does well: What has improved since the last inspection?
The Registered Manager has ensured all residents placed have been assessed by Social Services to ensure that Park Beck can meet their needs. Advocacy training has been provided for staff. Advocacy leaflets are on display for residents at the front desk in the home and on the notice board. The service has the correct number of assisted baths for residents placed. An Occupational Therapist has assessed the building to ensure it meets the needs of the residents placed. 50 of the staff team is on target to have achieved NVQ level 2 this year. Currently the training completed by the staff meets the needs of the residents placed. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. EVIDENCE: This The statement of purpose must have the correct qualifications listed for each individual member of staff. The service has clearly demonstrated it can meet the needs of the residents placed. The Registered Manager has ensured that residents have been assessed by Social Services. They have confirmed the needs of these residents are met at Park Beck. Two new residents have moved in since the last inspection. The Registered Manager had ensured that Park Beck could meet these people’s needs. They have done this by gaining the relevant information from other professionals and finding out about the persons needs before offering them a place in the service. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8,9&10 Residents placed in Park Beck have comprehensive plans of care. Residents are supported in taking charge of their own medication if this is appropriate. EVIDENCE: Residents placed have a detailed plan of care which helps guide staff in looking after, and meeting the needs of the residents at the home. The documents, which form part of the care plan include: maintaining a safe environment, risk assessment for use of walking sticks, and mobility. Diet and food is also listed, as are individual’s activities and interests. Details of memory and orientation are also listed. There is a data protection sheet and inventory form. Assessment of daily needs, manual handling assessment and mental health assessment are included. Details of personal hygiene, and a pressure area assessment chart is also included. The sheets which record the administration of medication were also looked at. Five residents have been identified as being able to administer their own medication. There are individual instructions recorded for each of these residents. A copy list of staff signatures is kept for checking the administration records. Administration of medication was recorded appropriately and no gaps were evident.

Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 15 Residents are offered a varied and balanced diet. EVIDENCE: The service has a balanced and varied menu. Meat or fish is available each day. A vegetarian alternative is available and alternative meals will be prepared for residents if they do not wish to eat what is on the set menu for that day. JUDGEMENT – we looked at outcomes for standard(s) 21 Residents have access to sufficient bathing and toilet facilities. EVIDENCE: The home has adequate assisted baths to meet the needs of the residents placed. There are three communal bathrooms on the ground floor. One of theses is non-assisted, one shower room and one seated bath. On the first floor there is one non-assisted bath, 1 bathroom were a hoist is being installed, and one seated bath. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission considers Standards 27, 29, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 27,29,30. Residents are protected by the staff recruitment process in place. Staff have received appropriate training and are on duty in sufficient numbers. EVIDENCE: On the day of the inspection the following staff were on duty 1 senior care staff from 8am – 8pm, and three further care staff from 8am – 8pm. In addition to this was the hours of the cook, and the kitchen assistant. The service also had two domestic staff on duty for the cleaning. One working from 8am – 8pm, and one from 8am – 2pm. Documents for new staff employed in the service were looked at on the day of the inspection. These were found to be comprehensive, with POVA checks and CRB checks in place and two written references. Induction sheets were completed and lists of training undertaken were also recorded. 50 of staff within the service are on target to complete NVQ level 2. The Registered Manager has ensured that staff have had the appropriate training to meet the needs of the residents placed. Six staff are currently completing NVQ level 2, one staff member has completed NVQ level 3, and two staff are currently completing NVQ level3. The service has thirteen staff in total. Food hygiene, safe handling of medication, and prevention of abuse. Infection control, COSHH, and dementia. Level 2 and Level 3 in care has also been carried out. There has been training in fire prevention, supervisory skills, and bereavement training. There has also been training in house in care planning, pressure sores, fall prevention and finger prick blood testing for insulin.
