Conditions of registration: Date of last inspection 21st June 2005 Brief Description of the Service: The Wedge is a large, detached building set in a quiet residential area of Hayling Island. Accommodation is provided for by way of sixteen single bedrooms, fourteen of which have an en-suite facility. Day space is provided for by way of three day rooms and there are attractive, well-maintained gardens to the front and rear of the building. The home is in good decorative order throughout and provides service users with a comfortable, friendly environment. The Wedge DS0000011783.V251066.R01.S.doc Version 5.0 Page 5 SUMMARY
This is an overview of what the inspector found during the inspection. This unannounced inspection took place from 11.00am on 20/9/05 and lasted for two hours. During this time the Inspector spoke with the Manager, the Proprietor, staff and service users, toured the premises and looked at records. The inspection concentrated on specific standards that had not been assessed at the previous inspection and this report should be read in conjunction with the report of 21/6/05. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. Service users have access to safe and comfortable indoor and outdoor communal facilities. Service users have sufficient and suitable lavatories and washing facilities. Service users have the specialist equipment they require to maximise their independence. Service users’ own rooms suit their needs. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20, 21, 24 and 25. Service users benefit from living in a comfortable and safe home that is equipped to meet their needs. EVIDENCE: Communal space in the home consists of a dining room, a small, quiet lounge where service users can meet with their families and a large lounge overlooking the front garden. A conservatory has recently been built from this lounge to provide additional communal space. The Proprietor has ensured that the conservatory has a fibreglass roof so that the room will not become too hot for service users to use. On the day of inspection the lounge was being used for Communion for some service users. The dining room is small and there are currently two sittings at mealtimes. The Proprietor is in the process of extending the ground floor and part of these plans will result in a larger dining room. Communal space is well lit and contains good quality furniture.
The Wedge DS0000011783.V251066.R01.S.doc Version 5.0 Page 12 There are gardens to the front and the rear of the building. These are kept well and were being attended to on the day of inspection. There are seating areas in the gardens including two gazebos where service users can sit in the shade. Service users made good use of the gardens in the summer. All parts of the garden were accessible and safe for service users. Fourteen of the sixteen rooms have en-suite facilities and in addition there is a bathroom on the ground floor and one on the first floor. Service users’ rooms were well equipped and they were able to bring their own furniture and possessions with them to the home. Some service uses had their own telephones and all rooms were homely and comfortable. Service users’ rooms have privacy locks that can be opened by staff in case of an emergency. Some rooms have doors directly on to the garden. The Proprietor regularly maintains the home and regular checks were made to ensure that building was safe at all times. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 35 and 36 Service users’ financial interests are safeguarded by the practices and procedures within the home and service users benefit from having well supported staff EVIDENCE: Staff in the home have very little involvement in service users’ finances. Most service users have families locally who manage their financial affairs and ensure they have the money they need. For some service users the home paid for items such as magazines and hairdressing and then invoiced the relatives. Records were kept of transactions and any involvement the home did have with finances was transparent and open. The home also has a safe where service users can keep valuable items if they want to.
