The service provides care and accommodation for up to seven adults with a learning disability. However, current occupancy [October 2009] is five, with no intention on the part of the providers to admit additional people. The property is in a residential area of Devizes, a short walk from the town centre. The accommodation includes a self-contained flat on the ground floor, which can be occupied by one service user. The remainder of the ground floor contains a lounge, an open plan kitchen and dining area, and a separate utility room. Peoples bedrooms are on the first floor of the main part of the home. There are also two bathrooms for general use.
Annual Service Review Page 2 of 6 During the week, service users attend the day facilities at another Self Unlimited establishment in the nearby village of Rowde. They may also access other activities, such as college courses, and there is staff support to accessing community resources in the local area. 24 hour support is provided by a management and staff team, although some service users are independent in some activities and personal routines. People may spend varying amounts of time home alone. Information about the service is available both at Sheppard Close and at Self Unlimiteds larger nearby project in Rowde. Information can be made available to people in different formats to meet particular individual needs. What did we do for this annual service review? We looked at all the information we have received about the service, or asked for from it, since the previous annual service review. This included: The Annual Quality Assurance Assessment [AQAA] that the service sent to us. This is a self-assessment that focuses on how well outcomes are being met for people that use the service, and how the service intends to develop. It also contains some statistical information. Discussion with managers from Self Unlimited, including the registered manager for 1 Sheppard Close, regarding future plans for the service. Surveys returned to us by people who live and work at 1 Sheppard Close. The previous key inspection report [October 2007], and the previous annual service review [March 2008]. What has this told us about the service? The service sent us their annual quality assurance assessment [AQAA] when we asked for it. The AQAA was very detailed and gave all the required information. It showed the management maintained a focus on how the service is provided and how it may be further developed. They take account of feedback that they obtain directly from the people that receive a service. There is evidence they identify and work with peoples diverse needs. The provider maintains oversight of the service by routine monitoring. The key issue for 1 Sheppard Close presently is an intention not only to relocate to different premises, but also to change the basis of service provision from a care home to a supported living model. The AQAA demonstrated how this potential change has been further researched. It also gave examples of how people living at the home have been kept informed and actively involved in planning and learning skills to adapt to potential changes. Three people who live at 1 Sheppard Close responded to our postal survey. Each received staff assistance to do so, where external support would have been preferable. There were no negative responses. One person made an additional comment, that they were happy living at 1 Sheppard Close but also happy about the prospective move. Three members of staff responded to our survey. One of them wrote positively about the prospects for furthering peoples community access and independent living skills by the prospective changes in the service. Another saw the service as well run and maintaining a focus on supporting peoples individual needs, and facilitating choices to live full lives. Two replies indicated that information sharing between carers and management usually, rather than always, worked well. Each staff member felt supported in their work and indicated they received regular supervision. The AQAA described positive developments in how staff are recruited, with greater involvement by people using services. A more stable staff team had been retained, than in Annual Service Review Page 4 of 6 foregoing years. The service has shown since the previous inspection that matters arising have been managed well. They share openly with us and have shown us their service continues to provide good outcomes for the people that use it. What are we going to do as a result of this annual service review? Subject to any changes in registration and inspection practice following implementation of the Health and Social Care Act 2008, our current plan is to do a key inspection by 24th October 2010. We recognise the service itself may have changed within that timescale. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
