The home is one of four homes in East Sussex run by the Sussex Autistic Community Trust. The registered premises consist of two semi-detached houses arranged into three separate units. House no.3 has one unit accommodating five residents whilst house No.5 has two units, one for one resident and the second for three residents. Each unit is staffed separately, whilst a manager oversees the whole service. The home is situated a short walk from the Silverhill area of St Leonards on Sea, where there are local amenities and shops. Bus services run close to the home. The home makes CSCI reports available to prospective residents and their
Annual Service Review Page 2 of 6 relatives/representatives upon request. The gross weekly fee inclusive of income support is £1,200 to £2,083 as at March 2008. Residents pay for their own toiletries, hairdressing and magazines. In addition they pay half of their disability living allowance towards transport costs. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. The last key inspection of the service was carried out on 4th March 2008, and the last ASR was completed on the 27th January 2009 What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a excellent service and that they know what further improvements they need to make. Information taken from the AQAA informed us that the service distributes Questionnaires to families and guardians, which allow them to comment on the running of the service. They then use these questionnaires and generate a report that is then sent out to all the parents to show them how previous issues have been addressed. Weekly service user meetings are held and any issues, complaints or compliments are discussed. This enables service users to plan their week together, they plan days out, appointments, evenings activities and menus. Monthly keyworker/Keyclient meetings are also held where the Keyworker and Keyclient meet and discuss all areas of their life in a private and confidential setting of the service users choice. They cover all the above topics plus more personal issues such as family contact. The AQAA has told us that staff receive the following training: Health and Safety, Fire Safety, Infection Control, Food Safety, TEACCH and Structured Approach (training that looks at providing an autism friendly environment and low arousal training. In the last 12 months the service has improved in the following ways they have implemented and reviewed policies, implemented health action plans and service users are now all fully involved in the writing of them. One service user has moved and is settled into the flat at the top of the house. No requirements were made as a result of the last inspection. Three good practise recommendations were made. These were in relation to the Managers continued study Annual Service Review Page 4 of 6 toward NVQ level four or equivalent. That the homes quality assurance system should be expanded to include written evidence of some of the visual spot checks that are currently carried out, and that the assessment of residents wishes in relation to dying and death should be expanded to include more detailed advice. Information with regard to the meeting of these recommendations was not included in the AQAA; however it is clear the Registered Manager has now achieved NVQ level 3 and the RMA award. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide excellent outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 3rd March 2011 However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
