Elsee Road is a large terraced Victorian house providing a permanent home for three people with learning disabilities and respite stays for up to three people at any one time. The home is near the centre of town. There is no parking at the home as the road has double yellow lines. Residents permit parking is available. What the care home does well The service continues to provide a small homely environment that is appreciated by those who use it, and supports and enables people to exercise choice and promotes independence. What the care home could do better: The dining room is rather cramped when used by six people. The service should consider whether it might be better to use a larger room as the dining area. One room is currently used as both an office and as a lounge. The service should consider whether this is appropriate and how to best ensure that this does not compromise confidentiality of recordings or the management of finances or medication. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This report has been done using information we have gathered about 34 Elsee Road. We visited on Tuesday lunchtime, June 1st 2010, and stayed for two hours. We visited without letting anyone know we were coming, so we could see the home without people making any special preparations. We met with two of the three permanent residents at the home, as well as two staff who were working at the time. As the home is rated good from the previous key inspection in 2007, and comments and information from previous reviews of this service have been positive, this was a relatively brief inspection, looking at a few key areas, to ensure that people living at the home were still receiving a good service. We saw nothing that gave us any concerns that this was no longer so. The two residents spoken with were able to express their contentment with the service. Surveys commissioned by the service were looked at. These consisted of questionnaires returned by people with an interest in the service and the well-being of the people using it, and were broadly positive, although one person had added comments that showed some concern over staff turnover, a lack of male staff, and the sharing of the service by respite, as well as permanent, residents. These were discussed with staff, and to some extent, with the two residents. Staff felt that the respite service offers a good quality service to people who require short stays in a non-institutional environment, and that the presence of a people from a regular group of seven or eight people did not unduly affect the well-being of those living permanently at the home. Both residents spoken with said that they were fine with the respite service, although one person did say that they had not liked it when one person had wandered into their room during a stay. Staff advised that this has now been dealt with by having additional staff cover in this instance. Staff advised that, while there had been some turnover in staff in the previous year, the staff team was now settled. They were aware of the current lack of male staff. It was not clear how or if the service was confident in addressing this. One staff mentioned the difficulties in having a sole male staff in the event of a female service user requiring personal care, but acknowledged that, with flexible rotas and a good policy on cross gender care, this should not be an insurmountable problem. There had been one instance of a financial irregularity, which had been dealt with appropriately. Staff advised that policies and procedures in regards of the handling of finances have now been up dated to prevent any such re-occurrence. One room is used as an office and also a second lounge. This room is used by staff and service users, and also contains the files, filing cabinets and other work-related items, many of which have to locked away for reasons of confidentiality and safety. Staff agreed that these communal and office functions may be better kept separate. Care Homes for Adults (18-65 years) Page 4 of 8 One staff advised that a recent shortfall in finances may have occurred because of the distractions caused by doing such work in a communal area. Staff advised that they were now clear that such tasks, and similar ones, need to be undertaken in isolation, so that safety and confidentiality is not compromised. The room used as a dining area is rather small, smaller than that used as an office/lounge. One person spoken with was having current troubles in respect of their hearing. Staff advised that this was being investigated with outside health professionals. Records showed that health problems were addressed, and a sampling of care plans showed that support plans, guidelines and risk assessments were regularly reviewed and updated as needed. The home was clean, tidy and well-maintained.
